Study Of Project Quality Control Evaluation Of Inner Mongolia Baiyun Wind Farm

The countries turn their attention to renewable energy with the worldwide energy and environmental issues have become increasingly prominent.Wind energy has received the unprecedented attention as the most promising alternative energy.The wind power industry has a more broad space for development under the guidance of relevant policies.But the engineering quality is uneven while the number of wind farm construction and installed capacity grow quickly.Wind farm as the economic pillar of national economy and infrastructure,its quality has wide social influence. So,how to control and evaluate the wind farm quality,construct high-quality, high efficiency wind farm is an urgent problem we face.According to the analysis of the construction quality of the wind farm, there is a big gap between China and the world level,and there are many deficiencies in the construction process.Based on the inspection and finishing of documentation and under the guidance of the theory about quality control of project.First,this paper analyzes the current status of wind farm projects quality control and problems, and the reasons for these problems.Secondly,introduce the measures taken in the construction process of Baiyun wind farm.Finally,evaluate the effect of its control using analytic hierarchy process and fuzzy comprehensive evaluation model.According to the results of the evaluation,we obtained that Baiyun farm did good at bid and bidding,organizational setup,construction of program design,construction schedule management and completion acceptance.But there are certain deficiencies in its financing, the implementation of project quality management system, applications of "three new" and the aftermath of construction. And for these deficiencies,this paper brings forward improvement measures to wind farm project quality control from the sense of quality, teamwork, and the combination of evaluation and control,etc.Hope to provide a reference for the wind farm project quality management.2016 as the beginning of "Thirteen Five", the strength and depth of reform will be strengthened. And the proposes of the international energy internet and new energy policy show the transformation of national industrial policy. Wind power companies should take advantages of national policy,change the traditional corporate philosophy, follow thetrend of social development and reform.Based on the characteristics of the wind farm project and take Inner Mongolia Baiyun wind farm for example.This paper study the wind farm project quality control and evaluation.The results will provide a reference value for the quality control and evaluation of future wind farm construction.
