Safety Evaluation Of Navigation Environment In Channel Waters Of Meizhou Bay

Meizhou Bay is situated in the middle of the Fujian Province Coast.It is suitable for setting up large port-based industry with broad estuary and deep water,wide breach and land area.Meizhou Bay is one of key-constructed in Fujian Province,consists of main parts of Port Cluster on the West Coast of Taiwan Strait and comprehensive transportation system in whole Fujian Province,where the port-based industry,such as petrochemical,resources,raw materials,equipment manufacturing,shipbuilding and repairing industry,agglomerated and cultivated.Furthermore,Meizhou Bay is devoted to developing bulk cargo and petrochemical cargo transport,covering a wide range of business and multifunction,including cargo handling,cargo storing,cargo transshipment,transportation organization,modern logistics,harbor industry,communicated information,bonded service,processing business,commercial exchange,traveling and national defense security.Presently,Meizhou Bay becomes a modern and multifunctional port with advanced facilities,perfect functions,efficient administration,remarkable benefits,and environmental protection.It also gradually turns to a very important window of strengthening culture communication and trade relations between Fujian and Taiwan.Currently,there are many factors may effect on the safety of navigation environment in channel water of Meizhou Bay,in which water-navigable environment is the most important element.Therefore,it is very significant and practical to research on the safety evaluation of navigation environment in channel water of Meizhou Bay.Referring to the theories on safety evaluation of some exports and scholars,this paper selected some main factors which may have impacts on the safety in Channel Waters of Meizhou Bay based on its characteristics and set up the safety evaluation system of Meizhou Bay's navigation environment.Firstly we determined the risk degree of each evaluation index,setting standards and its membership degrees through the actual investigation.In terms of setting weights of evaluation index,we sent questionnaires to the exports and relevant staff as possible as we can,in order to achieve an authoritative weighted value by comparing and analyzing the survey results.Thereby we established a vague comprehensive safety evaluation model of Meizhou Bay's navigation environment.On the basis of simplifying the whole operation process of safety evaluation,this paper effectively solved the problems of inadequate resources,inaccurate information,uncertain information and subjective interference on existing methods of navigational safety evaluation.Secondly,putting the safety evaluation model of navigational environment that established by this paper on the navigational channel of Meizhou Bay,the achieved results came up to the actual situation by the large.Lastly,according to the result of evaluation,the writer of this paper put forward some suggestions and measures to improve the status of safety navigational environment in Channel of Meizhou Bay.This research can provide references and decision-making basis on the management and improvement of navigational environment of Meizhou Bay for Channel management department,maritime affairs department and relevant enterprises and institutions.Besides,it can also point out the key direction for the regular maintenance of navigational channel and provide references to the other relative studies about the safety evaluation on Channel's navigational environment.
