Research On Assessment Of Expressway Project Construction Plans

Highway transport industry is an import industry for the national economy, being a great significance for the economic development. As the persistently higher demand for transport efficiency, more and more expressway were built. The development of expressway projects relates various plans, such as investment and financing plan, route plan, construction plan, etc. The quality of plans affects the benefits of the project both itself and to society, is the key factor of project decision. On the other hand, the selecting of plans are affected by factors of economic, technology, environment, making the evaluation and selection more difficult. The dissertation focused on how to evaluate and select plans of expressway projects scientifically and effectively.The dissertation combines the external effect of expressway projects, concerning the influence factors of route selection plans, construction plans, investing and financing plans, then built the evaluation index system from four aspects, which are technical assessment, economical assessment, environmental assessment and social assessment. Then the dissertation determined the index weights via AHP. On the basis, a comprehensive evaluation model were built by fuzzy comprehensive evaluation method, so as to overcome the unquantifiability of indexes and subjectivity of evaluation. At last, the dissertation took JS Expressway as an example, evaluated the project plans via the model built, selecting the best plan of the project.The results showed that,(1) even though the social assessment and environmental assessment are being more and more important, the stakeholders of the project take more notice of the benefit of the project itself. The ecological consciousness should be strengthen;(2) the plan of shortest mileage and smallest investment may not be the best, for that it may bring out more construction cost, ecological cost or social cost. Evaluating the plans comprehensively is vitally important.
