Constructing ecological civilization,is a Long-term plan to realize sustainable development of the China,18th CPC National Congress put the construction of ecological civilization construction into the overall plan of the socialism with Chinese characteristics,clearly put forward to get further promote the construction of ecological civilization.Water ecological civilization is an important part of ecological civilization,Water ecological civilized city construction is an important way to achieve sustainable development of modern cities,the Government promoting the development of water ecological civilized city construction,plays an important role of strengthening the city's ecological basis,creating livable urban environment,promoting harmony between human and water,and achieving scientific development.Wuhan selected for the second batch of national water ecological civilized city pilot in 2014,marking that the water ecological civilization construction is becoming the new concept of urban development of Wuhan,Water ecological civilized city construction is an important way to turning Wuhan into a "river and lake featured city ",it's the key to achieve city's development upgrade.Wuhan government plays a leading role in constructing water ecological civilized city as city manager,this study takes sustainable development as the guiding ideology,on the basis of analyzing the background conditions in Wuhan water ecological civilized city construction,taking the government management as the main perspective,research-based on practice and problems in carrying out water ecological city construction in Wuhan by the government,and combined with the activities of government in the management of water ecological city construction,giving some suggestions in order to make some contribution to the Wuhan government to do the work of city construction.In this study,first defines the concept of ecological civilization and eco-city,water ecological civilization and water ecological city,and some related concepts from theoretically,then analyze specific issues,focuses on issues related to construction of water ecological civilized city by the Wuhan government to promote:use analytical tools in Wuhan city to promote water ecological civilized city construction advantages,to explain the reason why it's necessity to promote water ecological civilization construction,and analysis current water ecological civilization construction in Wuhan,finding existing problems.By studying the role government should play in eco-city,apply it to the construction of water ecological civilized city work.,combined with the actual situation in Wuhan,make some specific suggestions,to provide new ideas for the Wuhan government promoting water ecological civilized city construction,building water ecological "Wuhan Sample".The first part is introduction.This part outlines the research background,and then introduce the domestic and foreign research status,to study the basic framework and the main problems to be solved,and elaborates the research methods and innovations of this paper.The second part is the definition and the theoretical analysis.This part defines the concept of ecological civilization and eco-city,water ecological civilization and water ecological city,and some related concepts from theoretically,proposing the significance of water ecological civilized city construction and main contents,analyzes its theoretical basis.The third part is construction background introduction.First analysis the meanings and reasons of promoting water ecological civilized city construction in Wuhan,to find out why Wuhan want to construct the water ecological civilized city,then use management analysis methods,to find the advantages of Wuhan,grasping the characteristics of the city itself,finding the key point of construction.The fourth part is analyzing the current situation of construction.To summarize targets and principles of Wuhan water ecological civilized city construction,making a clear direction of construction.Then to introduce the researches and practices achieved of Wuhan water ecological civilized city construction these years,summarizing the problems and cause of the problems in construction.The fifth part is analyzing the role government play in water ecological civilized city construction.First summarizing necessity of government administration in construction,and then elaborates ecological responsibility of the government.The Six part is specific countermeasures of Wuhan water ecological civilized city construction.Summarizing the way government management realized,combined with the actual situation in Wuhan,make some specific suggestions,to provide reference suggestions.
