| Under the background of rapid urbanization, a large number of key areas(forms of Demonstration Areas, high-tech zones and so on), which have intensive policies and capitals, have emerged in China. These areas tend to be constructed and formed under the guidance of city planning, while the function of planning can only be reflected in specific implementation. How to effectively evaluate the role planning plays in urban development has become an important planning issue at the current stage of China. Although the evaluation of planning implementation of cities has been paid more and more attention, the researches of the evaluation of planning implementation of key areas in cities are relatively insufficient in our country, so there is an urgent need to establish a set of system of the evaluation of planning implementation that has a relatively strong applicability, controlling and optimizing the process and result of the planning implementation effectively, in order to ensure the implementation of planning policies and construction goals.This paper takes the overall planning and implementation situation of East Lake National Self-dependent Innovation Demonstration Area as research object, and on the basis of the general thought of combining theoretical research and empirical research, through trimming related researches on the evaluation of planning implementation at home and abroad, builds the Demonstration Area’s overall planning and implementation evaluation system with the combination of its own developing features, and then applies it in the empirical researches of the zone.The core of this paper is composed of three parts.The Part I, is the construction of the evaluation system, including Chapter 2, 3 and 4 of this paper. Based on the theoretical overview, Chapter 2 summaries the theories, approaches and practices of the evaluation of planning implementation at home and abroad, as well as the related study of the evaluation of planning implementation of the key areas in cities, and defines the evaluation key points of the planning implement findings and planning processes; Chapter 3 makes a comparison with the conventional urban areas and explores the differences between the two through summarizing and concluding the development characteristics of the subject of the study and the main contents of the overall plan to provide a basis for the selection of the evaluation content; Chapter 4 confirms the object, principle, emphasis and purpose of the evaluation of planning implementation, and selects many kinds of evaluation methods to synthetically apply in the empirical research; focuses on rational screening for evaluation index, conducts weight assignment and quantification, and determines evaluation results by establishing mathematical models.The Part II, including Chapter 5 of the paper, illustrates the empirical study of Donghu Demonstration Area. In Chapter 5 we respectively make detailed assessment of economic and social development targets, industrial development and innovation ability, land use function and structure, traffic and municipal infrastructure, green space and ecological system, direct and indirect policy and so on of overall planning of the demonstration area from two aspects of results and process of the implementation of planning, and draw the conclusion of assessment by applying the assessment system constructed.The Part III, is about summarizing the problem and exploring the corresponding countermeasures, including Chapter 6 of the paper. Chapter 6 is based on the evaluation process and evaluation conclusions, summarizing the problems of all aspects of Demonstration Area’s overall planning and implementation, and analyzing the effects of the overall implementation. Finally, there are the relevant suggestions made to the next step of Demonstration Area’s overall planning and implementation about its revision and how to make its overall implementation effectively. Finally, I hope that by the exploratory study of this paper, it can provide referential and consultative significances for the implementation and evaluation work of the overall planning of other demonstration areas and high-tech zones in our country. |
