In order to ensure the adjustment role of urban planning to play properly, it should be concentrated on the two key issues in terms of planning establishment, implementation and supervision, and meanwhile, the core measurement should be the time effect of planning. Nevertheless, there are limited literatures which are associated to systematic evaluation of the planning roles in the urban development and construction process for a long term in China. Furthermore, it lacks the technical means and methods to evaluate the outcome of urban planning. These issues influence the instructive effect of planning in the urban development process.Based on reviewing the literatures of the correlated theories, research methods and practices in China and aboard, this paper begins with applying multi-objective comprehensive evaluation method. By analyzing the implementing outcome of the objectives in terms of spatial development, natural environment, economic and social development objective, it intends to establish the evaluation system of immediate construction plan. It also could help to evaluate the conformity of the spatial factors and non-spatial factors. Taking the example of the implementation and outcome evaluation of the immediate construction planning of Hefei (2006—2010), this paper intends to identify and summarize the deviations between the implementing outcomes and aims of planning. Though investigating the reasons for the formation of the deviations, it intends to find out the effective implementing elements which affect urban planning, and the researches of the implementing system. It could benefit the effective implementation of planning. Furthermore, it could provide the reliable evidences to the implementation and revision of planning.However, there are also some limitations of this evaluation process. This paper has some explanations and recommendations relating to these issues at the end, which could benefit further research.
