Transportation of container ships is the key part of national economics, and the tendency of large-size of ship is synchronized with that of facilities and equipments of ports, also of deep hydration of harbor basins. How to increase the efficiency of transportation, shorten the duration time at ports, increase economic benefits, and realize the goal of win-win of both ports and ships, while transporting mass freight, is a hotspot deserting to research. And one key problem of increasing the efficiency of operating container ships is reasonable stowage. On the other hand, it is no common occurance that cargo vessels meet with accidents on water, resulting in personnel and property losses. Emergency response decision and theories related to emergency is widely interested. So in this paper, we focus on researching into the stowage problem of containerships, and exploring the rescuing measures under the condition of accidents after stowage furthermore.The main researches of this paper are as follows,(1) Firstly, a mathematical model of main stowage plan was constructed, objecting to minimize the restow, subjected to trim and heel constraints and some other basic conditions. Then a heuristic strategy based on Bin Packing Algorithm was proposed to decompose bays, so as to decrease the complexity of the model and obtain practical feasible solution. In the mean time, the strategy can increase efficiency of cargo handling and utilization of bays. After that, using Squeak Wheel Optimization, the results of main stowage plan was optimized, to obtain the best trim condition, in order to increase the seaworthiness.(2) With the containership having been stowed as the basic object to research, this work analyzed the category and corresponding response measures of shipwrecks, and then proposed a systems structure of emergency response. After analyzing the structural features of containerships, constructing the assessment criterion of stability, this work presented the emergency response procedure of ballast water under the condition of shipwreck.(3) By using practical production cases, numerical analysis of the proposed bay decomposition strategy and Squeak Wheel Optimization had been done. The results of stowage plan and optimization project indicated the availability, and realized the prospected goal. Based on the results of stowage, the simulation model of containerships was constructed on platform AnyLogic, and the two different data cases were analyzed by simulation. In the end, by defining dynamic events and setting the simulation interface, emergency response by ballast water adjustment strategy was simulated.
