With the acceleration of the process of economic globalization and regional economic integration, the container transport has become an important indicator of a modern national transportation, but also the world’s best mode of transport to ensure the smooth conduct of international trade. Container loading operation, as a very important part of the container transport, plays an increasingly important role in the development of the maritime industry. The success of the ship stowage, not only ensures the safety of the ship and the transportation quality of container, and its internal goods, but also ensures the container terminal’s reasonable, efficient and orderly production operations. Container ships often use ballast water to make itself in good airworthy condition. The use of ballast water can ensure the safety of the ship sailing, but at the same time it brings a number of drawbacks to the marine environment and the operation of the ship.This paper analyzes in-depth the main reason of the shifting and control method of container shipment according to the actual condition of the container loading operation and taking into account how to use ballast water rationally.Based on the known container demand state of the ports, do the shipment of container stowage of all ports on the entire route, create an algorithm model whose target is the least amount of shifting and maximize meditation from the increase in the value, design a genetic algorithm to optimize the container loading sequence. Finally, use numerical examples to show the feasibility and effectiveness of the algorithm.
