Research Of Government-led Development Mode Of Large Residential Areas In Urban Fringe

With the rapid process of urbanization, the development and construction of large residential areas in urban fringe has been an important part of urban sprawl, working as a crucial measure to evacuate the downtown residents. Doing research on development modes of large residential areas in urban fringe and summarizing both experience and lessons related help to promote the sustainable development of large residential areas in urban fringe, providing theoretical support for the building of a harmonious society and a harmonious community.This paper first compares the developing and constructing of large residential areas in the city fringe at home and aboard from aspects like main body of implementing, operating mechanism, funding and supporting polices, then outlines developing modes of residential areas in the city fringe applied by different countries at different phrase, and summarizes their experience and lessons. By analyzing the organizing system, operating mechanism and mode related of the case study of the development of Hangzhou Dingqiao Large Residential Area, this paper finally summarizes "Dingqiao Mode" in which government plays a leading role in the developing and operating of large residential areas, a state-owned development company is set up to operate the project market-oriented.This paper concludes that under the "Dingqiao Mode", by taking measures like planning, infrastructure construction, land supply to guide the construction of residential areas in urban fringe, and developing a whole land at different levels, the government solves the contradiction between profitability and publicity that met by ordinary developers and well effectively combines the leading role of government and the market operation, easy and worthy to operate and promote. This research conclusion will provide reference for projects of other similar large residential areas in Hangzhou in the near future. It will also give us ideas about the development and construction of projects in cities of the same type in China.
