Restricted by natural conditions and geographical location, Shenyang is doomed to be a water shortage city. While, as Shenyang is the central city in northeast region, its water consumption is also very large. For years, the average per capita water availability in Shenyang is 486m3, which is only 1/17 of the world average. For the worse, it is even below the internationally recognized 500m3 per capita severe water shortages. However, the water usage in Shenyang is still in the extensive stage. And in the urban planning process, there is little consideration of rational development of water resources. Except in the planning of municipal water supply and drainage, the relationship is not very clear between the other design elements in the urban planning and the water resources.A bridge across Shenyang water resources planning to urban planning is tried to be built. Based on the theory of water sensitivity planning, the problems of water resources are discussed which should be considered in all aspects of the city planning of Shenyang, the technical system and policy guarantee of the perfect water sensitivity of urban are built and developed in a more perfect system. What's more, the isolated state comes to the end between the water resources and urban planning.First of all, the low impact development theory, water sensitive urban design theory, theory of green infrastructure and urban water supply situation at home and abroad are reviewed. And the connotations of the urban planning of water sensitivity and water sensitivity city are summarized. Secondly, by analyzing the data for years in Shenyang, the characteristics of the water resource, the problems in development and utilization of water resources, the principle in water sensitivity planning are summarized; Finally, considering the master plan, detailed plan and regulatory plan the direct and indirect factors for the comprehensive utilization of water resources are analyzed, the content and depth of the water sensitive planning of different scales are proposed.Overall planning level include population prediction based on the theory of the water resources carrying capacity, construct the spatial structure of multi-core embedded based on the sustainable utilization of water resources, plan the green rainwater infrastructure based on precipitation saving and the construction of water supply system(including winter snow melting and storage). Regulatory detailed planning level adjust and reinterpretate the water sensitivite index(including land use control, environmental capacity control and traffic design control) and put forward management Suggestions and implement security. constructional detailed planning level from stormwater runoff retention, transmission, reception three aspects put forward concrete measures using rainfall and snowfall.However, as the study object, Shenyang is a huge compulsive system. The other relative study is proposed to continue, such as the water sensitivity evaluation index system of city, urban industrial structure and optimize the allocation of water resources, water sensitivity control detailed planning study assignment index system, etc.
