Abstract/Summary:
Expressway development expands in both scale and quantity with the rapid growth of Chinese economy. Being the highest-grade passage in China’s highway system, the expressway serves for quick transport of passengers and cargos across regions, provinces and cities, playing an important role in supporting the economic development, expediting the social progress and guaranteeing the national safety, as well as an important function to ensure the service sustainability. The completion and opening of National Expressway Network (7918 Network) to traffic places higher requirements for the expressway operation and management. It becomes a new topic on how to ensure the expressway is "fast, safe, comfortable and cost effective" by improving the management and service level.Firstly, this paper starts from a simple introduction of the expressway characteristics. On this basis, the author makes detailed analysis on the type and features of expressway traffic accidents from the factors affecting the traffic safety on expressway. The full process of expressway traffic accidents and the factors affecting them are also analyzed. Next, the author proceeds to theoretical description of the tasks, requirements, contents and functions of the emergency rescue management, getting to a conclusion that the emergency rescue management for expressway traffic accidents is a systemic work that requires cross-department collaboration and actions to control and prevent the damage from worsening.Based on the happening mechanism of expressway accidents and basic theory of emergency rescue management, the author takes CEG’s expressway sections, especially the bridge and tunnel sections, as the target of research. Taking account of the characteristics of the expressways in Chongqing, the author finalizes the paper with the design of an expressway emergency plan from the rescue system, duties, hazard evaluation and reactions.
