Study On Emergency Rescue System For Traffic Accident On Expressway

The expressway has improved the transportation condition greatly due to its smooth line shape, wide roadway, closed and full-overpass traffic control entirely and all kinds of effective traffic safety devices which offer good driving condition for vehicles. While making contribution to the national economy, the fast development of expressway also has made serious negative effect—traffic accident in the expressway. We can prevent some accidents, but can not totally eliminate them, especially many traffic accidents are difficult to prevent. Because of the high speed and strong shock of vehicle, once an accident happens, the harmfulness and the consequence is very serious that would endanger the people's safety life and property directly. Therefore, it is very important to study on the emergency rescue system for the expressway traffic accident.Based on the simple introduction of expressway characteristic, the traffic accident types and characteristics are analyzed in detail in the thesis. Then, all kinds of factors including subjective aspects and objective aspects which influence the traffic safety are analyzed. The whole course of traffic accident of the expressway and its influence factors are analyzed as well. Secondly, the duty, request, content and function of the emergency rescue management are explained in theories. It is defined that the emergency rescue system for traffic accident of expressway management is a system that many departments coordinated, cooperating with each other in unison by the corresponding measure, controlling and restraining the development of the harm from traffic accident.Based on the analyzing of the present situation of emergency rescue management in our country, the existing problems in management of traffic accident on expressway are put forward. Those how to structure the emergency rescue system for traffic accident on expressway and the demand and measure to structure the rescue system are introduced.Finally, according to the basic theories of the mechanism of traffic accident on expressway and emergency rescue management, combining the actual conditions of Henan Province, regarding the sections managed and administrated by Henan Province expressway development Co., Ltd as the study object, the emergency rescue system for traffic accident in expressway including the rescue system and duty, the rank and response of the plan and urgent response are designed.
