With the continuous development of economy and the petrochemical industry,risk problems in the petrochemical industry have been exposed and people have more and more recognized security issues.However,security issues in the petrochemical industry is always difficult to predict and evaluate,so it's more and more important to quantify the Risk tolerable criteria(RTC).Safety energineers have done lots of research on risk criteria,but most of them are concentrated on the content and methods,and it means the qualitative research in risk criteria.The case study of a natural gas compression station is provided to illustrate the proposed approach and concerned numerical results are presented.Firstly,an advanced method to complete the risk matrix is proposed in this paper.As an approach to evaluate RTC value,Risk Matrix is easy to understand and simple to apply.In this paper,it quantifies the consequence severity in the form of currency.Meanwhile,a method to classify and order all the accident scenarios is also proposed based the risk rating coefficient.And it also provides theoretical basis for the further research on RTC.Then,through using the individual RTC mandated by Chinese Regulation Code No.40 of the state administration of work safety(SAWS)of China as starting point,a new and structural procedure to develop Scenario oriented Individual RTC(SIRTC)is proposed based on the technology of HAZOP/F&EI/LOPA etc.In this way,RTC will be more easy and clear to apply in the petrochemical industry.Finally,optimization schemes will be proposed to reduce the risk of scenarios which RTC is higher than its standard.Formulation of optimization schemes are mainly foxed on transformation of Safety instrumented systems(SIS).By calculating the costs and corresponding benefits of each scheme,and meanwhile loss from both incorrect operation and refusal to operate will be considered as well.The Cost-benefit analysis(CBA)in the HSE management system will be refered to propose an advanced method to judge which the optimization scheme is.And at last,the best and reasonable optimization scheme will be chosed.
