Taiyuan as the capital city of Shanxi Province.In recent years,transformation of village to develop to city in a large scale so that to accelerate the process of urbanization,but caused environmental problems followed making people worried.Ecological compensation as a new method of ecological protection in the field of environmental science,it has great significance not only at the adjusting social relationship between the distribution of the main environmental interests and economic interests rationally,but also encourage the behavior of environmental protection effectively.The paper mainly uses empirical analysis method,obtaining the first-hand information through practice,ecological compensation policies and regulations in the process of the transformation of village to develop to city in Taiyuan as the research object,after the analysis of the background of the transformation of village to develop to city in Taiyuan and then seriously discuss the problems of ecological compensation policies and regulations in the process of urbanization in Taiyuan City.In order to speed up the process of the rule of law in Taiyuan and even Shanxi Province,it is an attempt to put forward the legislation of ecological compensation which is in line with the actual situation of Taiyuan city and has strong feasibility.The paper is included three parts:The first part is the basic situation of the relationship between the transformation of village to develop to city and ecological environment in Taiyuan.Mainly from the significance of urbanization construction,the situation of reconstruction of the village,the problems of environmental problems in the process of transformation of village to develop to city and the cause of environmental problems and other aspects to analysis.The second part for the ecological compensation policy in transformation of village to develop to city.This part focuses on the transformation of village to develop to city from the country to the local and the policy of ecological compensation,sorting out the problem point and blank point.The third part introduces the necessity of ecological compensation policy of the rule of law,a clear explanation of the legalization of ecological compensation is the ecological compensation fixed and implement in place of the only way.The fourth part introduces the feasibility of the rule of law of ecological compensation,from the theoretical basis,the conditions of the policy,the status quo of the legislation,the central spirit and so on,it shows the reality of the rule of law.The fifth part is about the legal system of ecological compensation in the process of urbanization in Taiyuan City,from the angle of legislation,reform,publicity and so on.
