The Chinese National Petrol Company(CNPC)has begun to expand overseas projects in oil industry since 1993 so as to consolidate the base for the safety of national energy and resources.Owning to international influences,social,political,economic atmosphere plus the complicated staff composition,meanwhile governments and general public attach more and more importance on the safety management of this industry as society develops forwards,the safety management of overseas Refining & Chemicals Projects is under severe pressure and is facing great challenges during the previous decade.As an earlier overseas project running in Sudan,Sudan petro-chemical project is facing same difficulties.Safety assessment plays a significant role and serves as a key technology in modern safety management.It has always been a necessary need for safety supervision of government as well as an important guarantee for safe production of major producing units or enterprises.Considering the actual situation and need of safety management in different development stages,Sudan petro-chemical project had applied successively different safety assessment methods for three times.Through the first safety assessment,the project confirms that major risks are fire,explosion and mechanical injury and Hazard degree of the project is grade I.Also the project makes corrective actions for 29 Hazards identified.By means of HAZOP analysis,45 specific and targeted safety measures are provided for causes of the deviation in processes and the possible most serious consequences by detailed searching and identifying.According to the QRA result,the F-N curve entirely lies within the “ACCEPTABLE” and “ALARP” region according to the risk criteria if the KRC staffs are regarded as onsite population,which will meet the risk criteria of China.Also it shows that there is improvement space between the current safety management system and “Average” level and 80% risks in PP unit are derived from 10 scenarios.It means the major risk management should focus on these scenarios.With the help of these assessments,top management of the project is well aware of their own safety management situation,finds the main loopholes in safety management,identifies the major hazardous sources,takes systemic corrective actions according to the recommendations of the evaluation report,develops and implements all kinds of risk prevention and management measures.All of these are really helpful to improve the safety management of the project.However,the study also shows that different safety assessment techniques and methods have their limitations or deficiencies.Studying these safety assessments and their effects provides logic and suggestion for implementing safety management of other overseas Refining & Chemicals Projects within CNPC.On the other hand,it also helps to understand and put into practice such safety assessments comprehensively and flexibly.These help to propel wildly applications of both safety assessments techniques and methods in other overseas projects.In this case,they can improve their safety management before sustainable development.
