The Safety Management Research And Implementation Of Century City Engineering Project

"Century City" engineering project is one of the Yantai's keystone engineering projects in 2006,which has important significations for Yantai east economic construction. Project lies in Yantai University Town and construction condition is complex,so safety problem is important particularly.As the safety manager of this project,writer selects "Century City" engineering project's safety management as research subject,which has stronger pertinence and practicability.In this paper,engineering project safety management gap between China and foreign developed countries is compared and analyzed,brings forward the suggest to push construction safety engineer and the concept of using market economy leverage to normalize engineering project safety management,The relation between safety management and traditional engineering project object management(quality management, schedule management,cost management) is researched deeply and PDCA circulation principle is applied to safety management.Meanwhile "Century City" engineering project is taken as research background,the problems of this project on the safety management are mainly analyzed:â‘ It is failing to establish the project's safety management system which suitable for its own characteristics.â‘¡It lacks of scientific appraisal to danger source's identification and risk assessment in the running process of safety management system, confusing to the focus of safety control.â‘¢The comprehensive evaluation after safety management system running is imperfect,and it lacks of a quantify system to the safety produce comprehensive appraisal for such an integrated project.The solutions to safety management's issues of the "Century City" engineering project are proposed:â‘ Engineering project site safety management must adopt the management mode and method in line with its own characteristics.For the "Century City" project,writer applies the "PDCA cycle principle" in the quality control principles to safety management and establishes a set of safety management system in the project characteristics based on this principle.â‘¡A diagnostic technology to project safety management system's danger source is put forward,and the risk of danger source is appraised by using risk assessment method of working conditions,then disposal methods and response measures of the major dangerous source in the present project are also put forward.â‘¢The mathematical model which absorbs the existing advantages and overcomes shortcomings of the comprehensive appraisal methods are set up through fuzzy comprehensive evaluation,and it is well practiced in this project.This project's safety management has reached expected goal and it is appraised safety civilization building site by province goverment.I hope the research results of this paper can be widely used in practical safety management projects then promotes the research of high-level project safety management and improves implementation level.
