With the time flies,combined with inadequate management of early domestic pipeline,advances in related with technology research,and so on,there are so many problems about the pipeline,which leads to waste and transformation of pipeline.Design capacity of Dongxin-Shengli oil pipeline is 600×10~4 t/a,actual amount of which is 370×10~4 t/a.According to the the plan of headquarters,capacity is planning to be 800×10~4 t/a.Since 2004,the year of sub-transmission and substorage,Dongxin-Shengli oil pipeline has being transmissing high-sulfur sour crude oil,which is in great chang of properties.Great increasing of density,viscosity results in a reduced capacity of Dongxin-Shengli oil pipeline.So in order to increase the capacity of Dongxin-Shengli oil pipelineto 800×10~4 t/a,alteration to heat,power,pipeline and facilities of each oil station is needed.Extensive research of pipeline hazards forming and governance programs is conducted in this research,which provided a guideline for the summary of status quo and problems of late field research.Later,line potential risks,such as tying and so on have been learned.In addition,field testing victory Testing Center,pipe breakage risks are summarized base on the field testing of Shengli testing center.What's more,problems such as The process lag of whole oil system,aging of station equipment and so on have been getten.Two schemes,rectification of stations and pipeline and station-rectification,pipeline-new building,were proposed,based on field research and field testing.Specific embodiments about the two schemes were described from process and pipeline.Schemes of risk management and process optimization of Dongxin-Shengli oil pipeline were compared from process calculation,pipeline analysis,comparing of economy and operations management and so on,resulting in the latter one as the recommended scheme.And as for the recommended scheme,construction investment is 397 million yuan,total investment is 434 million yuan.
