With the human always seeking for clean energy,the proportion of natural gas in energy consumption structure is increasing continuously.As a way of international trade of natural gas,liquified natural gas(LNG)maritime trade volume is growing rapidly.Now the Floating Liquefied Nature Gas import and export terminal is an investment priority of a lot of Energy Company since its small environmental impact,higher safety and removability.The project of Floating Liquefied natural gas Storage Unit(FLSU)built by A Offshore Engineering Company for Belgium B Energy Company is the first LNG export terminal in the world,started in 2012 and delivered in 2016.With the complex system,large investment and long circle,the FLNG projects are more likely to face all kinds of risks,such as technical risk,HSE risk and construction&commissioning risk etc.The article analysises the project risk management problems systematically bases on the project risk management theory and combines the Floating Liquefied Nature Gas Terminal(FLNG)construction project practice.And divides the risk management of Floating Liquefied Nature Gas Terminal(FLNG)construction project into four processes:risk identification and assessment,risk response and monitoring.The article identifies and analysises the controlled risks of Floating Liquefied Nature Gas Terminal(FLNG)construction project,builds risk evaluation system by analytic hierarchy process and equal risk curve based fuzzy comprehensive evaluation,and then proposes the risk response and risk monitoring strateges.Meanwhile,the four risk management processes of A company C Floating Liquefied Nature Gas Terminal(FLNG)construction project are carried out.The research is aiming at providing a theoretical reference for the risk management of oil and gas field development and construction projects.
