Problems,Causes And Suggestions In The Safe Production Intermediary

Playing a role of the third-party safety production agency is undoubtedly of significance for improving the management level of safety production and boosting the economic development and people’s life and work in peace and contentment.On the basis of summarizing the safety production agency,this pape r analyzes the problems that exist in business activity of safety production agency,deeply studies the general reasons and fundamental reasons for the existing problems of safety production agency,and then presents recommendations on establishing the new type of safety production agency which integrates “industry-university-research-practice” by two cooperation modes of school-local and school-enterprise.The knowledge is obtained as below:(1)According to the study,there are two general reasons for the existing problems of safety agency service.Firstly,as an organizational structure,organizational defects exist in the production safety agency.Secondly,since colleges and universities are one of the important sources to output technicians to the agency,the problems exist in the talent cultivation and professional development of the safety engineering specialty,which fails to meet the active demands of the society on professional and technical talents in safety.(2)The fundamental reasons for probl ems of safety production agency exist in: the elementary theory of safety production is immature and imperfect,however,the root of immature theory of safety production is the immature and imperfect systematics.(3)We shall innovate the thinking mode for setting up the systematics,and focus on systematic thinking mode again,build up the new framework of systematic thinking and systematic analysis method,and then study the systematic evolution mechanism,accident mechanism and control mode of accident,and then finally establish the elementary theory of systematic safety control thereon,which should be the efficient approach to create the elementary theory of systematic safety production.This paper explores these aspects and obtains the following knowledge:(1)Because of the open system,the basic structure exchanges the material and energy(information)with the external environment constantly,which generates new system structure uninterruptedly on the basis of the basic structure.The material and energy(information)of input system transport in the basic structure of the system and new organizational structure,and the material and energy are output to the environment at last,which boost the development and evolution of the system.(2)The input and output of material,energy and information are always developing toward the balance state unceasingly whether it is the overall system or the derives and derivative structures of the system,the direction of such an evolution is decided by the law of cons ervation of energy.(3)The input,output and internal transfer of material,energy and information are all achieved by the structure,the reason why the system has accident is because the input,output,and internal transfer of material,energy,and information exceed the maximum limit that can be assumed by the systematic structure,which resulting in destruction of the systematic structure.(4)The safety control of the system contains accident prevention,emergency disposal for the accident,and the functional recovery of the s ystem,the safety of which should be controlled based upon the system structure dynamics of the input,output,and internal transfer of material,energy and information.(4)On the basis of the above works,aiming at the general reasons and fundamental reasons for existing problems of safety production agency,it recommends the establishment of the new type of safety production agency which integrates “industry-university-research-practice”,and explores the safety production agency of the integrated “industry-university-research-practice” further respectively by two cooperation modes of school-local and school-enterprise,meanwhile,it considers that,only cooperate with colleges and universities and set up the third party of service agency with the pattern of “industry-university-research-practice” can we establish the third party of risk control system perfectly,and improve the service quality and service level of the third party inspection for the engineering construction.
