Research On The Special Equipment Safety Regulation System In China Based On System Thinking

During nearly 60 years of development,the special equipment safety regulation of China has attained great achievements by constantly adjustment and improvement.The mortality rate reduces year by year; the special equipment accident rate is controlled in some degree; and security situation takes a turn for the better. However,with the rapid development of economy and science, the traditional regulation mode cannot meet the needs of new situation. Accidents of significance impactions happen from time to time; special equipment safety situation is still grim; and we are locked in some regulatory predicament, like accident rate which is still high, overweight government regulatory pressure. Therefore, we need to make further research about how to improve special equipment safety regulation system for the realization of the persistent and favorable development of special equipment safety regulation.Systems thinking as a kind of dynamic thinking method which can "seeing the whole", can help researchers analyze the behavior structure and its influence which are hidden in the appearance of complex dynamic systems, and find the fundamental solution of the problem. This paper determines the system boundary by establish adaptive agent structure of special equipment safety supervision system, defines the system elements and structures based on the responsibility of government safety supervision departments, enterprises(includes producing and distribution and using entity)and the testing and inspection organizations stated in "Special equipment safety law of the People’s Republic of China", draws causal loop for the existing regulatory problems——severe situation of safety and growing pressure of regulatory, then establishes the model of special equipment safety regulation system of China, and expresses the three main bodies’ behavior patterns of special equipment safety supervision system. Analyze the system by virtue of systems archetypes—“fixes that fail” and "shifting the burden”, thus to excavate the behavior patterns hidden deep in the regulatory system, and find the fundamental solution to solve the problems of the current safety regulation.The analysis revealed that, the prescriptive regulation taken by our governmentregulatory approach is a symptom solution of solving the problem of the security situation, and the implementation of self-regulation and cooperative regulation is the fundamental solution to break the current safety regulatory predicament, achieve efficient safety supervision of special equipment, and ultimately lead to realization of the persistent and favorable development of special equipment safety regulation.However, the symptoms solution downplayed the safety consciousness of the enterprises, and weaken the ability to take fundamental solution further.
