Research On The Influence Of Environmental Regulation On Industrial Structure's Rationalization And Optimization

Promoting the rationalization and optimization of industrial structure is a major strategic task in the process of building a modern economic system.As an important policy tool for pollution control and emission reduction,whether environmental regulation can effectively "force" the rationalization and optimization of industrial structure has become the key to the transformation of China's economic development mode,economic structure adjustment and growth momentum.However,the existing research does not take the competitive behaviors of local governments into account,so it is impossible to reveal the impact of environmental regulation on the rationalization and optimization of industrial structure.In addition,most of the existing studies focus on the impact of environmental regulation on industrial structure rationalization,but not on the impact of environmental regulation on industrial structure optimization.In view of the above problems,this paper will introduce environmental regulation competition from the perspective of local government competition,highlight the impact of environmental regulation competition on industrial structure,and reveal the strategic characteristics of local government environmental regulation competition.On this basis,the influences of environmental regulation on industrial structure rationalization and optimization are comprehensively investigated,and the spatial spillover effects of environmental regulation on industrial structure rationalization and optimization are further revealed.Finally,it provides theoretical basis and decision-making reference for guiding the benign competition of local government environmental regulation,improving the implementation and governance effect of local government environmental regulation,and promoting the rationalization and optimization of industrial structure.Based on the literature and theories related to environmental regulation and the rationalization and optimization of industrial structure,this paper conducts research from the following four aspects based on the relevant index data of 30 provinces from 2001 to 2016: firstly,the measurement and analysis of environmental regulation.To measure environmental regulation,analyze its spatial distribution characteristics on the basis of simple description,and depict the spatial correlation of environmental regulation among local governments through spatial correlation test.Secondly,the measurement of industrial structure rationalization and optimization.Theil index is taken as the index to measure the rationalization of industrial structure,considering the proportion relationship and labor productivity comprehensively to measure the level of industrial structure optimization.The spatial unbalance and agglomeration of industrial structure rationalization and optimization were visualized.Dagum gini coefficient and its decomposition method were used to measure the regional gap and source.Thirdly,the empirical study on the impact of environmental regulation on industrial structure rationalization and optimization.The effect of environmental regulation and competitive behavior on industrial structure rationalization and optimization was investigated by using spatial measurement.Lastly,research on the path and countermeasures of synergistic promotion of environmental regulation effect and industrial structure rationalization and optimization.Based on the analysis of the current situation and empirical results of environmental regulation on the rationalization and optimization of industrial structure,this paper provides countermeasures and suggestions for guiding the healthy competition of regional environmental regulation and promoting the rationalization and optimization of industrial structure in coordination.The innovations and conclusions of this paper are mainly embodied in:(1)The rationalization and optimization of industrial structure are comprehensively measured by rationalization of industrial structure and optimization of industrial structure.Spatial visualization analysis of spatial imbalance and agglomeration state of industrial structure rationalization and optimization is carried out based on ArcGIS platform.The regional disparities and their sources of industrial structure rationalization and optimization are comprehensively investigated by using Dagum Gini coefficient and its decomposition method.This paper constructs a spatial dynamic panel Durbin model to solve the endogenous problem,identifies the specific competition form of local government environmental regulation by using spatial regression partial differential method,and empirically tests the impact of local government environmental regulation competition on industrial structure rationalization and optimization.(2)Without considering local government competition,environmental regulation can significantly improve the level of industrial structure rationalization;while considering local government competition,although environmental regulation can promote the rationalization of industrial structure and the optimization of industrial structure,the effects are different,among which the impact of environmental regulation on industrial structure rationalization presents the strategic characteristics of "scale competition",the influence of structural optimization presents the strategic characteristics of "Race to Others".Environmental regulation has a positive spatial spillover on the rationalization of industrial structure,but a negative spatial spillover on the optimization of industrial structure.(3)The paper puts forward that "local governments should consider the spatial impact of environmental regulation policies in neighboring areas when formulating environmental regulation policies and choosing environmental regulation tools;local governments should actively promote the rationalization and optimization of regional industrial structure by combining the characteristics of local industrial layout and resource endowment,and competition between balances and adjacent areas of environmental regulation;In view of the rationalization of regional industrial structure,we should adopt the policy of high environmental regulation standard,Policies and Institutions to Encourage Innovation for optimization of industrial structure;On the basis of facing the rationality of opening up,industrial structure rationalization and optimization should still be based on domestic demand”,which has certain guiding significance and reference value for guiding local governments to compete benignly and promoting industrial structure rationalization and optimization.
