In recent years,agricultural non-point source pollution has become a focus of social attention problem,which seriously affected the sustainable development of agriculture.‘The development of agriculture about playing good agricultural non-point source pollution prevention and control of the implementation opinions to be completed’ mainly put forward the “one point two minus three basic”goal to ensure that by 2020 pesticides and fertilizers can be achieved zero growth,livestock waste,agricultural film and crop straw is largely innocent treatment and utilization of resource.As a major agricultural province,Hubei province is pushing agricultural supply side structural reform and exploring of preventing the non-point source pollution to realize the agricultural sustainable development.In this context,it’s necessary to explore the relationship between the polluting factors and the agricultural economic growth,and understand its future develop.In this paper,on the basis of externality theory,pubic goods theory and the economic growth and environmental problems,it carries out the study of Hubei’s polluting factors and agricultural economic growth.First,we introduced the research background and significance,writing method,the related theories and current researches.Second,we analyzed the status quo of agricultural development in Hubei and the non-point source pollution.Third,we applied the theoretical model by the Environmental Kuznets curve,chose the log-linear,logarithmic quadratic and logarithmic cubic,carried out an empirical study of Hubei’s relationship between agricultural economic growth and polluting factors from 1990 to 2014.The study found that there is typical characteristic of environmental Kuznets curve in terms of unit area pesticide loss,unit area fertilizer loss and per capita GDP;the relationship between unit area agricultural film residual quantity,output value of livestock manure and per capita GDP is linear;the per captia domestic sewage is characteristic of weakly inverted letter “N”.Based on the above conclusions,the following policy recommendations are proposed.(1)To protect the legitimate income of farmers,and to efficiently establish a long-acting mechanism of increasing farmers’ income;(2)To ensure food security,promoting agricultural policy integration with the environment;(3)enhancing environmental education on Farmers’ efforts to popularize,increase the farmers’ awareness of environmental protection;(4)optimize the industrial structure of agriculture,adjust the overall food planting structure;(5)establishing and perfecting the agricultural environmental protection legislation,defining functions of environmental protection,promoting environmental protecting management efficiency.
