As the basic industry to ensure the normal operation of the society,the petrochemical industry is an important part of the national economy.It plays a very important role in the economic operation.With the continuous progress of science and technology,the environmental risk in the petrochemical project has been overall controllable theoretically.However,due to some characteristics of the production process in the petrochemical industry including high temperature,high pressure,breadth,toxicity,combustibility,explosibility and harmfulness,the environmental risk in the petrochemical project is still much higher than that in other industries.In recent years,the sudden environmental events which have constantly occured in petrochemical enterprises have polluted the surrounding environment to seriously threaten the production and life of the surrounding people.It not only affects the government’s prestige among the masses,but greatly hinders the development of the petrochemical industry in China.The emergency disposal of the sudden environmental events in petrochemical enterprises becomes a problem local governments have to be faced with.The PetroChina Sichuan Petrochemical.Co.,LTD is located in Pengzhou(A county-level city under the jurisdiction of Chengdu).It is the first modern large-scale integrated refinery project in Southwest China with the ability to process 10 million tons of crude oil and 800 thousand tons of ethylene each year.It is equipped with more than twenty sets of production equipments such as a captive power station.It is strategically important for the country.However,there are dense population,developed industry,more pollutant emissions,and environmental carrying capacity near saturation in Chengdu Plain.In addition,with calm and steady weather conditions,Chengdu Plain is located under Sichuan Basin,which is not conducive to the diffusion of pollutants.Therefore,it will will cause serious adverse effect on the human lives and property safety as well as the quality of ecological environment once a major environmental pollution even occurs in the PetroChina Sichuan Petrochemical.Co.,LTD,as one of the industrial enterprises with the most pollutant emissions in Sichuan.How to get involved into the environmental emergency management of the enterprise to protect the ecological environment security of Chengdu Plain has been the focus of the work of the People’s Government of Pengzhou.The successful disposal of "The 7.22 Black Smoke Incident" in the enterprise has tested the sudden environmental event emergency disposal system and ability in Pengzhou,and it is also a microcosm of lots of sudden environmental event emergency disposal in China.In the paper,through the research on this case,it deeply discussed about many measures about the fast and efficient event emergency disposal as follows.Give priority to prevention,make some related emergency plans,carry out some multi-department emergency drills,and pay attention to the daily supervision of the Environmental Protection Department.In the process of dealing with an event,send the early warning in time,and ensure a strong logistical support.The Municipal Environmental Protection Bureau should lead the collaborative disposal among various municipal departments.After dealing with an event,guide and control public opinions.The government,enterprises and people should communicate and interact together.Mobilize social forces to participate in the environmental protection work of the government,and eliminate the adverse effect.It summarized some feasible environmental emergency event disposal methods for local governments,and provided some referential sudden environmental event emergency disposal ideas for many local governments which would construct large petrochemical enterprises to protect the ecological environment safety,and maintain the stable and healthy development of the economic society.
