Research On The Responsibility Division Of Enterprises Safety Management Based On HSG65

Safety is a prerequisite for the development of enterprises.China’s emphasis on safety production is increasing day by day.Enterprises’ understanding of the economic benefits brought about by safety inputs and outputs is also gradually deepened,and the safety awareness of business managers has gradually increased.In order to achieve systematization,institutionalization and standardization of safety management,enterprises have established a safe production organization structure for enterprises and implemented a safety production responsibility system.However,in the actual process of corporate safety management,there are still problems such as unclear division of responsibilities and rights..This article is to select the organizational structure and responsibilities in safety management as the research object.It summarizes the research on the division of responsibilities of safety management organizations and the occupational safety and health management system,and summarizes the related theories of the company’s safety management from the existing literature data and selects them.The appropriate occupational health and safety management system standards are used as the main theoretical basis for research.They define the organizational structure of the company’s safety and the division of responsibilities,and divide and design the responsibilities of each part of the organizational structure.After the study of this paper,13 safety management elements in the HSG65 are finally adopted,including guidelines.Formulation,risk assessment,supervision,contractor management,cooperation(external services,emergency measures),communication,expert assistance,ability and training,implementation of risk control plans,performance measurement,accident investigation,performance review and learning summary With reference to the improved organizational structure of NEBOSH,the internal responsibilities of the company are divided.Through the FRAM analysis method,the responsibilities and functions of each post in the safety management organizational structure model are verified and improved.Finally,the Jinneng Group,a large-scale coal mining company,is selected for practical inspection,and the construction of the safety management organization structure and the responsibility system of the coal mine enterprise is analyzed and proposed.Optimize ideas for improvement.In the end,this paper obtains a list of internal safety management responsibility divisions based on thetheory of HSG65.It includes a total of 108 job responsibilities,defines the safety management responsibilities of each management,and provides a theoretical basis for the establishment of corporate responsibilities and improvement.
