The Research On Government Responsibility In The Construction Of Marine Ecological Civilization

With the rise of the blue economy,marine ecological protection has gradually become a topic of concern in the world.Our country has a vast maritime territory and the development of marine economy combines good natural conditions and potential,however,for a long time,the development model of pursuing economic benefits has also caused serious damage to the ecological environment,thus constraining the sustainable development of the marine economy.Protecting the marine ecology has become an urgent task.The 18 th and 19 th National Congress of the Communist Party of China have emphasized the important status and significance of construction of ecological civilization.Accompanied by the deepening of the strategy for "maritime power",Marine ecological civilization construction in our country has been pushed to a new stage of development.As a large engineering,Marine ecological civilization construction is a long and arduous process,and government as the leader and participant in this process,whether its responsibility is clear and feasible will have an important impact on the construction of Marine ecological civilization.This article takes the government responsibility in the construction of marine ecological civilization as the main research object and try to analyze and clarify its specific responsibility content,so as to build a scientific and comprehensive government responsibility system and comprehensively improve the quality and level of marine ecological civilization construction.The paper is mainly composed of four parts:First,it has accurately defined the related research concepts such as marine ecological civilization,government responsibility,and the ecological red line system,and combined research focuses on ecological politics,responsible government,integrated ocean management theory.Second,combing in detail the development course of marine ecological civilization in China,summarizing the achievements made by the government at the present stage and the major responsibilities it faces,and excavating its internal reasons from the perspective of history,system,and culture.Third,sum up the actions of the governments of the United States,Japan and South Korea in marine ecological protection and learn from their reasonableexperiences.Fourth,according to the scientific guiding ideology and principles,basing on our country's actual conditions and fully combining with foreign excellent experience to inspire scientifically to construct a “six in one” government marine ecological civilization responsibility system with Chinese characteristics,and further put forward specific countermeasures for implementing the corresponding responsibility content.The study mainly draws the following conclusions: on the one hand,the current Marine ecological civilization construction in our country has experienced budding stage,the early stage,development stage,ascending stage four stages.Although it has achieved all-round development,however,under the influence of history,system,and culture,there are still many problems in law,system,planning,pollution prevention,and education,need to take comprehensive measures quickly.On the other hand,integrating the experiences of the marine ecological civilization construction of the United States,Japan and South Korea and the current situation in China,guided by Xi Jinping's strategic concept of marine ecological civilization and based on the principles of the rule of law,efficiency,and limited liability,China's “Six Overall responsibilities” should include legal building,institution improvement,make plans,and ecological protection,Financial support,education and publicity.Taking measures to implement these responsibilities is an important means to comprehensively upgrade the level of marine ecological civilization in China.
