The Case Study Of Leshan City Waters Pollution 1+N Treatment

Ecological environment is a fundamental part of people’s daily life;water resource is so indispensable for us that it is the most heated topic nowadays.With the development of social economy and the improvement of people ’s living standard,people’ s awareness to protect water resources has become increasingly strong.Water pollution has become a hot but difficult problem in the field of environmental protection.At present,China is at the crucial stage of reform and development,so the working mechanism and institutional construction of environmental protection should reach a higher standard.Meanwhile,some local governments have made active exploration on the reform of the environmental protection administrative system and achieved certain achievements.However,the establishment of the local environmental protection administrative management is not suitable for the practical work,the functions are scattered,and the implementation is ineffective.Those disadvantages are prominent problems affecting the local environmental protection administration efficiency in our country.There are some large rivers in China such as the Yellow River,the Yangtze River,the Pearl River and some large tributaries,some of which travel throughcities or even provinces.The drainage basin is a region with high integrity and high correlation.The relationship among the natural elements are closely related to each other.The pollution fromupstream and midstream willrepresent different degrees of harm to the vast majority of downstream waters and regions.Leshan is located in the Minjiang River Valley,whichis of highly geographical significance with rich water resources such as Minjiang,Dadu River,Tsing Yi River and other three rivers and 27 small rivers.For a long time,because of the liquidity of the pollutant carrier and the contradiction among administrativedepartments,the relevant departments of Leshan City are difficult to form benign cooperation in the river water environment management.Therefore,the governance mechanism based on co-ordination and governance,cross-border holistic coordination governance has become an urgent and feasible perspective to resolve the current watershed environment governance,and this method is gradually explored and put into practice in Leshan City.Based on the idea of empirical research,this paper integrates theory with practice,mainly from the perspective of public management theory,holisticgovernance theory and cooperative theory combined with modern governmentswith public governance.The paper takes the example of the Leshan watershed water environment “1+N”governance to analyze the necessity,urgency and importance of the reform and innovation of the environmental protection system under the new situation and to find out the innovative practice compared with other regionsand demonstrate the significance and practical means of synergistic governance theory in modern government governance,drawing lessons worth of reference and promotion.The full text consists of eight chapters.
