The Analysis Of China's Industrial Efficiency Affected By Environmental Policy

The conflict between economic development and the constraints of resources is becoming increasingly prominent.The environment protection is facing difficult situation.Our government have paid high attention to the environmental protection,improving the environmental quality as the important content of scientific view of development,in the 11th five-year plan,the state council on implementing the scientific concept of development to strengthen environmental protection decision"(guo fa[2005]no.39),And the "twelfth five-year" plan,the commitee suggested strengthing environmental protection and building an environment-friendly society.Therefore,it is important to research how to effectively use environmental policy to improve environmental efficiency.According to the regional differences,firstly in this paper respectively selected emissions of chemical oxygen demand,sulfur dioxide,soot and dust,and solid waste as undesirable output indicators,Used DEA to measure China's 30 provinces except Tibet the environmental efficiency of 2000-2012,analyzed the differences of environmental efficiency and compared the differences and relations in different provinces.Secondly,utilized VAR model to analyze the effect of adding of environmental policy variables on the environmental efficiency.Used impulse response function analysis of the material capital investment shock,impact of human capital investment in environmental policy variables before and after reviewing all kinds of environment efficiency,so as to analyze the effectiveness of environmental policy.In This paper,environmental policy tools are divided into three categories:executive orders,economic incentives and public participation.The results shows that:1.There is a big difference on the environmental efficiency in various regions of China,with the highest environmental efficiency in eastern region,then lower in central region,and the loweset in western region.2.There is a relatively small differences on environmental efficiency of different pollutants within the same region.3.Three types of environmental policies under the different factors of production input path on the efficiency of the environmental impact is different;The same environmental policy in the same into the path of the factors of production,to the same area of the influence of different categories of environmental efficiency is also different.At last,because of the Vast territory in our country,economic growth and destruction of the environment have big difference in diffirent area.our government should make targeted regional harmonious development policy.Strengthen the communication between the east to the Midwest,encouraging the central and western regions to learn from the eastern region of related experience,promote environmental cooperation mechanism between the east to the Midwest.Realize the sustainable development of economy in our country.
