Research On Risk Assessment And Insurance Of Dangerous Goods Warehousing Enterprises

With the development of our country,the demand of dangerous goods have risen sharply not only the types but also the quantities.The consequences of an explosion accident is unimaginable,it is a big challenge to the safety management of dangerous goods warehousing enterprises.In our country,warehousing insurance still has many problems: the sort of insurance is not enough,insured liability is not widely,the pricing of insurance product is not flexible and lack of effective risk assessment before underwriting.Therefore,risk assessment is imperative to dangerous goods warehousing enterprises.This paper started with the risk of property loss and casualties of dangerous goods warehousing enterprises,hierarchical holographic modeling(HHM)was used to identify the risk factors of property loss.The index system of risk assessment has been established,the weight of each risk factor has been determined by analytic hierarchy process(AHP),and then the fuzzy comprehensive evaluation(FCE)was used to decide the risk level of property loss.Different dangerous goods can lead to different kind of accidents,the classical types of accidents as follows: vapor cloud explosion,boiling liquid expending vapor explosion,pool fire and poisoning.The level of casualties in dangerous goods warehousing enterprises has been determined by calculating the death radius of different types of accidents,combined with China’s production safety accident grading standards.In the end,an insurance plan was designed and an example was given to verify the feasibility of the plan.
