Research On The Management System And Operation Mechanism Of The Collaborative Governance Of Beijing-Tianjin-Hebei Smog

Smog pollution is an extremely dangerous weather phenomenon,not only a serious threat to the health of the local people,but also restricts the development of regional economy.Beijing,Tianjin and Hebei region has become one of the world’s most serious smog area,to solve the smog problem of Beijing,Tianjin and Hebei is imminent.Smog is the result of the combination of human factors and natural factors,this paper focuses on the study of human factors.Due to the smog pollution with mobility and regional characteristics,smog phenomenon in the inter regional spread,no which city can be spared,the fragmented nature of the governance mode has already can’t adapt the smog of governance.To solve the smog problem in Beijing,Tianjin,and Hebei,it is needed to mobilize all of the behavior of the area,make full use of various resources,every main body play a role,so that all actors in the region to work together to form a concerted effort to truly achieve win-win cooperation,achieved substantial success in smog governance.At present,our country has already carried on the positive exploration to the cooperative governance of smog,but the exploration of the collaborative governance is still in the initial stage,but also failed to play a significant role in the practice,the collaborative governance has not entered the stage of institutionalization.Based on the knowledge of synergetics and governance theory,using the theory of logical deduction,literature research and comparative analysis method,from the government,enterprises,public and so on various behavior main body’s point of view,in order to analyze the effectiveness of these behaviors in the governance smog,summarizes the deficiency.And through the game analysis of the relationship between different subjects in control smog,it is concluded that in Beijing-TianjinHebei smog need synergies in governance.On this basis,in order to achieve the goal of effective governance of Beijing-Tianjin-Hebei smog,using synergetics and governance theory,using the experience of domestic and foreign advanced cure of smog,to explore a new collaborative governance mode of Beijing-Tianjin-Hebei smog.Based on previous research results,extensions the behavior to participate in the collaborative governance of smog,conclusion the most effective management system of governance the smog of Beijing-Tianjin-Hebei.The most important goal isto build a government-led,laws and regulations for common norms,related departments in response to the government policies and to fulfill the responsibility,the market entry and coordinate,the social public and social organizations to participate in a wide range of the multi-agent collaborative governance model of smog.The management system of the cooperative mode is carried out in turn,from the government policies,laws,enterprises,environmental protection organizations and the public.And to scientific prejudgment for the possible obstacles in practice for the collaborative governance model of somg.To construct the emergency warning mechanism,the benefit coordination mechanism,the information disclosure mechanism and the incentive and restraint mechanism of the regional linkage to support the smooth implementation of the collaborative governance system.
