| With the rapid development of Chinese social economy,dangerous chemicals have become more and more closed with people’s life.However,the supervision ways of the governments at various levels are relatively backward.Production accidents happen at times.It’s necessary for the governments to adopt effective safety regulation measures and reduce harm of dangerous chemicals.In recent years,Quanzhou governments fully implement the responsibilities of safe production supervision,make a series regulation policy implementation of dangerous chemicals.However,the expected effect didn’t come out.Therefore,according to Quanzhou’s current situation of dangerous chemicals,the paper analyzes the main policies,executive agencies,target groups and executive environment by using Smith Process Model Theory.Taking the safe production standardization of dangerous chemicals for example,the paper puts focus on the theory propaganda,material preparation,implementation and monitoring management,and analyzes the deviation of the policy implementation and reasons.Meanwhile,the paper also takes the practice of dangerous chemicals safety regulation at home and abroad as lessons,and puts forward the effective countermeasures of the safety regulation suitable for the local needs,from four aspects of scientific and democratic policy making.China has made many effective policies in dangerous chemicals safety regulation,but don’t gain the expected effect because China lacks the overall analysis of policy execution.On the basis of real and valid investigation data,the paper analyzes the deviation of the policy implementation and reasons,and broadens the perspective of safety regulation,with great research value. |
