Research On The Policy Implementation Of Transportation Safety Management Of Hazardous Chemicals In Hohhot

With the rapid rise of China’s petroleum and chemical industry,hazardous chemicals have played an important role on the development of social economy and improvement of medical level,and have become irreplaceable.However,its inherent dangerous characteristics,such as flammable,explosive,toxic,corrosive,radioactive,etc.,may pose a potential threat to the ecological environment and human life.In recent years,accidents of dangerous chemicals transport vehicles in China have occurred frequently and have shown a sharp upward trend,which have caused very serious casualties and property losses to the society.This paper takes the policy implementation of transportation safety management of hazardous chemicals in Hohhot as the research object.According to the advanced experience in this field,the problems and causes of the implementation of the policy of transportation safety management of hazardous chemicals is analyzed by literature research,case analysis,data statistics and summarization,and the possible solutions is proposed according to local conditions.First of all,this paper summarizes the domestic and foreign research on the policy implementation of hazardous chemical transportation safety management,and expounds the theoretical basis of the application.Based on the analysis of the policy system and the implementation status of hazardous chemical transportation safety management in China and Inner Mongolia autonomous region,the policy implementation status of hazardous chemical transportation safety management in Hohhot was emphatically expounded.Secondly,according to Smith’s policy implementation process model,the implementation of hazardous chemical transportation policy in Hohhot and its causes were deeply analyzed by four factors including policy,the main body of the implementation,the target group and the environmental factors.From the perspective of the policy itself,there are no unified and perfect laws,regulations and implementation rules for road transportation of dangerous chemicals;From the perspective of the executive subject,it is mainly due to the unclear subject of the source management department,the overlapping of functions,the lack of individual ability of the executor and the interest game of the policy executor that lead to inefficient policy implementation;From the perspective of the policy implementation target group,the dangerous chemicals transport enterprises have not implement the main responsibly driven by their own interests,and the implementation of the policy is blocked due to the lack of supervision on drivers and vehicle management;From the perspective of environmental factors of policy implementation,it is mainly due to the imperfect transportation management system on dangerous chemicals,the lagging of basic information system,the lack of effective accident prevention and emergency rescue mechanism which have influenced Policy implementation effect.At last,the paper puts forward the corresponding solutions according to the above reasons from the perspectives of improving the construction of laws and regulations,improving the enforcement efficiency of law enforcement,strengthening the supervision of transportation of dangerous chemicals,building a data sharing platform,establishing and perfecting the emergency management mechanism and the accident rescue network.At present,China has issued many good policies on the safety supervision of hazardous chemicals transportation,and the functions and connections of the management departments seem to be very reasonable.However,a large number of dangerous goods transportation accident analysis and road dangerous chemicals transportation violation statistics indicate that there are major hidden dangers and loopholes in the safety management of hazardous chemicals transportation sources,and the implementation of policies is poor.By summarizing and drawing on the policies of developed countries,this paper puts forward specific measures to deal with the difficulties in the Policy implementation of safety management of hazardous chemicals transportation,and expects to enrich the policy implementation research of hazardous chemical transportation safety management,which may promote the scientific management of product transportation safety and reduce the occurrence of traffic accidents in hazardous materials transportation vehicles effectively.
