Research On Quality Assurance System Construction Of Shishi City Air Quality Automatic Monitoring Project

At present,air pollution has become a hot topic of concern to the government and the public.It is also an urgent problem that affects the survival of mankind.Shishi City,by promoting the optimization and adjustment of industrial structure,clean energy alternative,urban non-point source pollution control and other means to make the city ambient air quality continues to improve,but the new air quality standards,Shishi air quality situation is still not optimistic.In order to meet the public’s right to know the environment,timely access to continuous and complete analysis of data for the development of air pollution control policies to provide scientific data,since 2008,Shishi City began to carry out air quality automatic monitoring.As one of the most important means to understand the status of ambient air quality in Shishi,it is very important to implement the quality management and ensure the accurate and credible monitoring data of the air quality automatic monitoring project in Shishi.This paper is based on this background to explore the important role of establishment and implementation of the quality assurance system on Shishi City’s air quality automatic monitoring management practice.Based on the analysis of the quality influence factors and quality management features of the automatic monitoring project of air quality in Shishi City,his paper establishes the quality assurance system from the five aspects of Human resources guarantee system,material guarantee system,institution guarantee system,technical guarantee system and quality document assurance system,analyses the implementation process of quality assurance system by methods and tools for quality control,establishes a monitoring and audit evaluation system,and evaluates the effect of implementation.At last,we setup a complete research thread of “ Building a Quality Assurance System-Implementation of Quality Assurance Process Control-Assessing the Quality Assurance System-Integrating and Running a Quality System”.On this main line,the project’s quality management is a macro level,and quality assurance is the micro level,process analysis and quality audit is the quality assurance tools and methods,the project quality assurance system is the quality assurance’s support and backing,Quality improvement and exaltation are the results of project quality assurance’s implementation,the user’s needs and ultimately satisfied with the implementation of project quality assurance are the starting point and the end result.The research results of this paper have some reference value to the management practice of the automatic monitoring project of air quality in Shishi city,and provide some reference value for the improvement of air quality automatic monitoring project management.
