At present,in order to promote economic and social development,large-scale environmental pollution engineering projects in a short period of time continue to be decided to construct.However,according to the information of the Bureau for Letters and Calls,the construction and the adverse effects on the environment after the operation of the large-scale environmental pollution engineering projects have currently become the focus of public petition.The causes of social stability risk in the large-scale environmental pollution engineering projects are varied and involve many stakeholders,not only involve the participation of the relevant government departments,enterprises and the public,but also sometimes involve other subjects such as the media.Various stakeholders parties arising interest conflict points due to the different demands,with interest conflict points interacting with each other,the interest conflict among various stakeholders continues to escalate,and ultimately lead to the outbreak of social stability risk in the large-scale environmental pollution engineering projects.The formation of social stability risk in the large-scale environmental pollution engineering projects is a complex system,in order to better take measures to prevent social stability risk in the large-scale environmental pollution engineering projects,we must first clearly understand the composition and the process of this system,that is to identify social stability risk and its generation paths in the large-scale environmental pollution engineering projects.Therefore,the paper takes the large-scale environmental pollution engineering projects as the research object,and starts the research on social stability risk and its generation paths in the large-scale environmental pollution engineering projects,then puts forward the prevention strategies of social stability risk in the large-scale environmental pollution engineering projects based on it.First of all,according to the general mechanism of risk generation,the essence of risk generation is the chain reaction process of "risk source ? risk medium 1 ?......risk medium n ? risk event ? risk consequence ".Based on the general mechanism of risk generation,the generation mechanism of social stability risk in the large-scale environmental pollution engineering projects is analyzed and constructed.Secondly,the paper identifies social stability risk in the large-scale environmental pollution engineering projects through the literature research method,and obtains 7 social stability risk sources,13 risk media,2 risk events and 3 risk consequences in the large-scale environmental pollution engineering projects,and the results of identification are classified into nine categories according to the generation mechanism of social stability risk in the large-scale environmental pollution engineering projects,then summarizes them and obtains the list of social stability risk in the large-scale environmental pollution engineering projects.Thirdly,after the literature identification and correction of the relationship between the above risk categories,12 pairs of risk categories are obtained,then connects them by arrows and 8 generation paths of social stability risk in the large-scale environmental pollution engineering projects are obtained.Fourthly,based on the analysis of the generation paths of social stability risk in the large-scale environmental pollution engineering projects and combined with the list of social stability risk in the large-scale environmental pollution engineering projects,the paper respectively puts forward the prevention strategies of social stability risk in the large-scale environmental pollution engineering projects from the subjects of risk avoidance,risk control,risk diversification and risk transfer.Finally,the paper uses Guangdong Fuyu waste incineration event and Hunan Liuyang cadmium pollution incident to carry on the empirical research to the above research result and approved.It is very important to recognize social stability risk and its generation essence in the large-scale environmental pollution engineering projects,to enhance the government's ability to govern and to maintain the harmonious development of society.
