During the period of social transition, environmental risks are taken place with increasing frequency in our country. The particularity and complexity of the environmental risk decides the importance of its study. As environmental problems, it is a threat to people’s life and health. And then, the environmental risk’s inequality would lead to social risk and Social instability. Therefore, it has great theory and practical sense in researching the environmental risk of inequality and environmental risk allocation. Under this background, the article analyzes the environmental risk’s inequality, researches environmental risk allocation’s process, participant, objects and formation mechanism, to strengthen social fairness and social stability. On this basis, this article gives the allocation principles and framework design of policy recommendations.This paper is divided into five parts. Part one is an introduction.This part briefly explains the study’s reason and significance of choosing this topic, analyzes and evaluates exiting researches, and then puts forward the study’s framework and train of thought.Part two is the definition of basic concepts, including the period of society transformation, risk, environmental risk, allocation, risk allocation and risk society. Among them, the definition of risk allocation is the paper’s innovation.Part three analyzes the environmental risk allocation. According to the different sources of risk, this paper selects two cases, the Songhua River water pollution incident and Wufu Lane substation event. There is a potential risk allocating mechanism in environmental risk inequality which would lead to risk transfer between different groups and different regions. In another word, the equality of environmental risk is inseparable from the regulation of risk allocation mechanism. This part researched environmental risk allocation’s process, participant and objects.Part four analyzes the unequal status of environmental risk, including environmental risk sources and risk inequality’s form and allocating mechanism.The last part proposes the allocation principles and framework design of policy recommendations. Environmental risk depends on two aspects. The one way is risk management. It’s the fundamental method to eliminate risk inequality. The other way is risk allocation. The paper proposes three allocation principles and then constructs the allocating mechanism in five aspects, such as economic, political, social, legal and culture. |
