Study The Multiple Participants Collaborative In Environmental Governance

As China's urbanization and industrialization continue to accelerate,in this process,the environment and other ecosystems are increasingly affected,people get economic and material results at the same time have to pay a high price for environmental pollution problems.Because our government system has been pursuing a government-based governance model,but also in the practice of governance also revealed a number of drawbacks,especially for some comprehensive and complex coexistence of the atmosphere,water quality,soil and other environmental pollution problems can be solve effectively,forcing us to explore a more appropriate to meet the needs of the times and practical new governance tools,in order to achieve effective resource sharing and social integration of the coordinated linkage.The governance environment is based on the participation of people as the main body of participation in governance,only a single person,the power of a single organization is not enough,and the emergence of multiple participants collaborative co-existence,just the traditional single subject,the right to limit the governance model a good complement and substitute.Through the in-depth analysis of the theory of networked governance,it can be clearly understood that the networked governance system has a good fit with environmental management in multiple entities,and provides a solid theoretical basis and practical framework for Multiple participants Collaborative.Therefore,the study of environmental governance in the Multiple participants Collaborative cooperation,not only to solve the reality of China's environmental problems provide a good idea,but also for cross-regional governance provided samples.According to "Study-find out-resolve problem" ideas and focused on one theme--the Multiple participants Collaborative in environmental governance to make a study,and it was discussed primarily.Starting from the theory of network governance,first part introduces the concept of environmental governance and the Multiple participants Collaborative in environmental governance which characteristics and structure of Multiple participants Collaborative.The second part introduces the concept of environmental governance from the reality.The paper summarizes the problems in the development of the Multiple participants Collaborative in environmental governance through concrete examples.The author summarizes the three stages of the "start-formation-development and change" of the Multiple participants Collaborative of the environmental governance in our country.The third part is to select three foreign developed countries,through the analysis and summary of their environmental governance in the the Multiple participants Collaborative of practice and experience for our country to provide a reference.Because of the large scope of environmental pollution problems and the wide geographical area,the fourth chapter of the article select Jiangsu Province haze and fog governance as a example in order to solve the feasibility and maneuverability of the problem,and through the actual questionnaire survey and the way of visiting the talks Quantitative analysis of the main problems in the the Multiple participants Collaborative in environmental governance,conclude that the philosophy of governance is not uniform,the main structure of the the Multiple participants Collaborative is not complete,the consultation mechanism is not perfect,the system of cooperation is not sound and so on.To this end,this paper for the existence of the problem,a profound analysis of the reasons for how to effectively achieve the diversity of the main body of environmental management,put forward some measures.
