Analysis Of The Application Of PPP Model In The Sewage Treatment Industry

Along with the fast urban development,urban population,the increase in the number of industrial enterprises wasting water is growing cause serious environmental pollution,the lack of water resources,to expand infrastructure construction demand is increasing.In the face of huge infrastructure needs,local government funding but cannot meet the funds required for the city construction.However,sewage treatment industry is an important part of city public infrastructure construction,the normal operation of the sewage treatment industry relations with national economy and people’s livelihood,directly affect people’s production and life.PPP mode as a kind of advancing with The Times of new infrastructure financing model,also is a kind of financing of government and private enterprise cooperation pattern,can reduce the pressure of government finance,improve the infrastructure construction of the operation efficiency and service quality,but also bring a stable income to the government and the private enterprises of strategic choice.On the third plenary session of the eighteenth,infrastructure and public utilities franchise management method,established the first PPP project,has launched two batches of the PPP projects,by promoting franchising,equity cooperation,government purchase services cooperation models,such as government and social capital directly into the private investment in infrastructure,public service projects in the field of operations.This paper is divided into six parts.The first chapter mainly describes the PPP pattern of the research background and research significance,the main content of the article,and the basic research framework and research status at home and abroad.The second chapter can be subdivided into the basic meaning of the PPP mode,the related theory,main types and characteristics of PPP mode.There the PPP pattern of the main types of outsourcing,franchising and privatization classes;The characteristics of PPP mode are: 1.The PPP is a new type of financing,mainly emphasizes the state of the cooperation of public and private sectors;2.In the process of the PPP project operation,public and private sectors is benefit sharing,the public sector can improve the service quality of infrastructure,and the private sector can gain stable profits;3.The public sector and private sector is not only a benefit-sharing,risk-sharing.The third chapter is about the PPP mode in the sewage treatment industry development and the necessity of introducing PPP mode into sewage treatment industry in our country.The forth chapter,bowang east sewage treatment plant as an example,the advantages to establish sewage treatment plant were analyzed,using the four dimensions of balanced scorecard that bowang the feasibility of the sewage treatment plant internal structure and operation,according to the sewage treatment plant to provide data from 2015 to 2016,the feasibility of bowang sewage treatment plant,and then summarizes the bowang east problems existing in the sewage treatment plant in operation process.The fifth chapter is based on possible problems mentioned in the fourth chapter sums up the operable Suggestions.The last chapter is a summary of this paper and the future prospect of research of PPP.
