| Modern public-private partnership(PPP)system originated from western countries in1990 s.The cooperation style between government and social capitals is mainly applied in public infrastructure projects and is aimed at providing public products and services to the social public.The PPP has been developing in our nation for a long time and has caused a new round of boom since 2013 due to the encouragement of central departments.Urban sewage treatment is an important infrastructure in our country.It is mainly dominated by the government now and project investing and financing becomes a huge expenditure of local finance.As urban sewage treatment has the features of quasi common goods,the PPP is highly advocated in the application of urban sewage treatment in the new PPP boom.Due to short development period and lack of researches,Panyu comes across many problems in implementing PPP such as imperfect laws and regulations,lack of practical experience,etc.This paper tries to find solutions to the problems existed in applying PPP in sewage treatment projects from the perspective of government infrastructure construction and government providing public products and services.The paper first concludes the features of PPP through summarizing related concepts and theories of PPP by literature analysis method.Meanwhile,the paper demonstrates the feasibility and superiority of applying public private partnership system in sewage treatment projects.Through the methods of empirical analysis,the paper focuses on studying the BOT sewage treatment project example in Panyu Zhongcun village.By analyzing the main problems including lack of specialized institutions and personnel,backward management style and changing policies,this paper gives referring advices from aspects such as local laws and regulations,contract specification,structural establishment,talent pools,supervision system,etc.It can be used as references for the construction of urban public infrastructure,especially in sewage treatment projects. |
