Study On Ecological Environment Governance In Heilongjiang Province From The Perspective Of Public-Private Partnerships

In recent years,the economic and social development of Heilongjiang province has been more and more restricted by the ecological environment.However,with the development of market economy and the change of public demand for diversified public goods,it is difficult for the government to give consideration to environmental protection while ensuring economic development.Ecological environment governance is not a process that can be accomplished in one move,but a complex system project that needs to be adhered to for a long time.Therefore,the construction of a more efficient mode of ecological environment governance has become the inevitable choice for the current ecological environment governance in Heilongjiang province.In recent years,a public-private governance mode in the field of ecological environment has been more and more used,also has carried on the beneficial attempt in Heilongjiang province,but also faces many problems,so this article from the perspective of public-private partnerships to explore the main problems existing in the ecological environment in Heilongjiang province,and to explore the main influence factors,in order to better promote the ecological environment governance in Heilongjiang province of public-private partnership model to provide useful suggestions.Based on a systematic review of the theories and practices of public-private partnership in eco-environmental governance at home and abroad,this paper analyzed the current situation of eco-environmental governance in Heilongjiang province,and the main factors that restrict public-private partnership in eco-environmental governance in Heilongjiang province,and put forward corresponding solutions.The main problems of public-private cooperation in ecological environment management in Heilongjiang province including the weak spirit of government contract,the lack of specialized law and evaluation system of public-private cooperation,the difficulty of financing public-private cooperation,the tedious examination and approval procedures,and the lack of innovation consciousness of financial institutions.In order to realize the public-private partnership on ecological environment,this paper put forward measures which were raising the awareness of the public and enterprises on ecological environment governance,optimizing the institutional environment for ecological environment governance,improving the infrastructure for ecological environment governance,and optimizing the investment and financing environment for ecological environment governance.This research expanded the research idea of public-private partnership on ecological environment governance,and provides a basis for Heilongjiang province to realize a good transformation of ecological environment,construct a new ecological governance mechanism,and improve the policy of harmonious development between human and nature in Heilongjiang province.
