Transaction Structure And Transaction Boundary Condition Determination Of PPP Project For Urban Sewage Treatment

In recent years,in order to improve the water environment,eliminate water pollution and promote sustainable economic development,China has increased investment in urban sewage treatment projects,and energetically build environmental infrastructure.However,there also exist some problems,for instance lack of funds,investment channels limited,lagging project construction and low efficiency.PPP mode is a mode of public-private cooperation in the field of public infrastructure,PPP mode will be introduced into the city sewage treatment project,to help solve the financing of wastewater treatment in China city is difficult,the problem of inefficiency.This paper summarizes the current situation of sewage treatment industry in China,and the city sewage treatment project construction and operation of the existing problems were summarized,in order to chase down effective resolvent;then elaborated the related theory of PPP mode,the problem of design and structure of the transaction sewage treatment PPP project concession period the definition,pricing and subsidy mechanism,pay and subsidy mechanism,and focuses on the study of the city sewage treatment project transaction PPP mode boundary conditions,analyzes the necessity and feasibility of introducing the PPP mode of the sewage treatment project of city of our country;finally,through the case study of sewage treatment PPP project transaction structure and boundary conditions the preliminary design verification,factor analysis of the success of the project,and points out that the PPP project of sewage treatment needs to pay attention in the implementation process problems.To provide the basis for the follow-up study and the implementation of PPP mode of urban sewage treatment projects.
