With the disadvantages of traditional economic development model,human society have already in an odd circle of "economy-environment",The scarcity of resource and bad environment have been the major problem for global world.In recently released "the 13th Five-Year Plan",we put forward the development idea of"adhering to the innovative development,coordinated development.green development,open development and Shared development".This means that our country should insist on the development of green,constructing a resource-saving and environmental friendly society,environmental regulation will be strengthened;on the other hand to increase investment in innovation,to achieve the strategic target for constructing a creative country.Owing to the slowdown of global economy and the lack of international market demand,our export enterprises will face more intense market competition.Under the current economic conditions,it is significant for our country to study how to remain the development sustainably and achieve the goal that the environment and competitiveness will be enhanced.Neoclassical economics think that environmental regulation will increase the cost of enterprise,which leads to the decline of enterprise competitiveness.While Porter believes that proper environmental regulation can stimulate the eco-innovation of enterprises,in order to make up the costs for the enterprise due to environmental regulation,thus to make the environment and the competitiveness of enterprises better.This is the famous "Porter Hypothesis".This article starts from the contradiction between neoclassical economics and "Porter Hypothesis",and takes the mineral resources export companies in our country as the research object,to study the effect of environmental regulation and eco-innovation of enterprise competitiveness.From the domestic and foreign research,we find that the argument of neoclassical economics and Porter Hypothesis will continue.Due to the influence of eco-innovation on enterprise competitiveness is complex,there is a big difference in different industries,regions and enterprises.From the perspective of enterprise,enterprises have different scale,different structure of resources and different scope of business.These differences make enterprises have differences in eco-innovation activities,and have a straight impact on company competitiveness.In current studies,domestic and foreign researches mostly use the total factor productivity to the study the competitiveness of enterprises and more foreign literature study on the view of enterprise,but in our country.they often study on the macro or industry angle.Therefore,according to the national conditions of our country and the competitiveness of export enterprises reality to analyze the relationship of environmental regulation,eco-innovation and enterprises competitiveness is very significant,on the one hand using Chinese examples to verify the Porter Hypothesis’s correctness,it will enrich theoretical research,on the other hand it can provide references for our export enterprises to make eco-innovation activities and enhance their competitiveness which is under environmental regulation.This article is divided into five parts.The first part is the introduction.It mainly elaborates the research background,significance and the purpose,after that we analyzes the domestic and foreign research,and then put forward the research question,this part also introduces the study’s thought,method,framework and content,after that we put forward the innovation.The second part is the theoretical basis.First of all,we introduce the theory of eco-innovation,and then expounds the theory of externality and the "Porter Hypothesis",finally we analyze the implementation influencing factors of the "Potter Hypothesis".The third part is theoretical analysis and research hypothesis.It analyzes the influencing factors of environmental regulation,eco-innovation and export enterprise competitiveness,and illustrate the concept of this paper,then propose the research hypothesis.The forth part is empirical test,firstly we screen data and sample companies,design variables;then we build regression models to estimate data,after that we make the descriptive statistical analysis including the sample companies and variables.Using Pearson test and collinearity diagnostics to analyze the simple linear relationships between variables,then according to the "Haussmann Test" results to determine regression model and then get results,finally to estimate the stability of the research results.The fifth part is the suggestions.Based on the regression results,we provide relevant suggestions to the government,companies and public.At the end of the paper,we summary the research results,innovation points and the shortcomings of the paper.In this paper,we start from the conflict between the "Potter Hypothesis" and the view of neoclassical economics.We make an empirical study on the effect of environmental regulation,eco-innovation and the competitiveness of export enterprises.According to the "Listed company classification direction",we select sample companies from the mineral resources industry.Other relevant financial data are taken from the Wind database,the relevant environmental spending data and R&D input data collect from the corporate financial report and company social responsibility report by hand.Giving the data correlation analysis and regression analysis,and then testing the results stability.The results show that environmental regulation has a significant positive effect on the eco-innovation of the mineral resources export corporations,but this effect has a certain lag,eco-innovation can enhance the competitiveness of export enterprises.At the same time,the relationship between environmental regulation and the competitiveness of export enterprises is also continuous positive.But under the environmental regulation,the export intensity and the competitiveness of enterprises show a significant negative correlation.So we come to the conclusion that under environmental regulation,we can enhance the competitiveness of enterprises through the implementation of the strategy of eco-innovation,but we can’t get "first mover advantage".The innovation of this paper is that we stand at the microcosmic angle,taking an empirical research to analyze the relationship of environmental regulation,eco-innovation and enterprises competitiveness about China’s mineral resources export companies,It enriches the"Porter Hypothesis" theory at a certain extent,and it is of a practical significance for export enterprises of our country to achieve innovation and development strategy which are under the environmental regulation.
