As a heavily polluting enterprise, chemical companies have a greater degree of damage to the ecological environment, and they are the key targets of China’s governance. In recent years,in the context of sustainable development, chemical companies have entered the stage of green transformation and upgrading, gradually integrating green development awareness into the corporate development model.Environmental regulations are the driving force of green technology innovation for chemical companies.Based on reasonable design, they can encourage chemical companies to carry out green technology innovation activities, thereby improving the green competitiveness of chemical companies and promoting the green development of chemical companies.First of all, based on the theory of environmental regulation,"Porter hypothesis",green technology innovation theory, green competitiveness theory, and the theory of intermediary effects, this article puts forward a research hypothesis on the promotion effect of environmental regulation on the green competitiveness of chemical companies, and hypothesis of the mediating effect of chemical enterprises’ green technological innovation ability in the promotion effect of environmental regulation on green competitiveness.Secondly,on the basis of research hypotheses, construct the basic model and the mediating effect model of the promotion effect of environmental regulation on the green competitiveness of chemical enterprises. Then, based on the collected sample data,SPSS 19.0 and Lisrel 8.7 software are used to test the reliability and validity of the data. After eliminating invalid index data, the basic model and the mediating effect model are tested. Finally, according to the test results,a strategy for deepening the green development of chemical companies under the "Porter Hypothesis" is proposed.Among them, this paper decomposes environmental regulations into three sub-elements: command-and-control,market-incentive,and voluntary environmental regulations, and decomposes green technological innovation capabilities into green product innovation capabilities, green process innovation capabilities, and end technology governance capabilities into three sub-elements.The main research content of this article mainly includes the following four aspects:(1)Re-verification of the "Porter Hypothesis" based on the chemical industry;(2)The research on the promotion effect of environmental regulation on the green competitiveness of chemical enterprises, which tested the promotion effect of three element types of environmental regulation on the green competitiveness of chemical enterprises;(3)The mediation effect model under environmental regulation is constructed to test that the green technology innovation ability has a mediation effect in the promotion effect of environmental regulation on the green competitiveness of chemical companies;(4)From the three perspectives of improving environmental regulations, improving the ability of chemical companies to innovate in green technology, and cultivating the green competitiveness of chemical companies,a strategy for deepening the green development of China’s chemical companies under the "Porter Hypothesis" is proposed.Based on the results of factor analysis and model testing, the main research conclusions of this paper are as follows:(1)County(district)environmental regulations have played an important role in the cultivation of green competitiveness of chemical enterprises. After testing all basic models,it is found that environmental regulation and the three sub-elements of environmental regulation have a significant promotion effect on the green competitiveness of chemical companies. Therefore, the improvement of environmental regulations can be an effective strategy to improve the green competitiveness of chemical companies.(2)County(district)environmental regulation is the driving force for green technological innovation of chemical enterprises. The role of county(district)environmental regulations has become obvious, and the degree of incentives for green technology innovation in chemical companies is gradually increasing. It is reasonable to pay attention to the supplementation and improvement of environmental regulation tools. However,in the process of model testing, there are cases where the research hypothesis fails the test. Therefore, the promotion effect of environmental regulations on the green technological innovation capabilities of chemical companies needs to be deepened.(3)The cultivation of green technological innovation capabilities of county(district)chemical enterprises is an important breakthrough in the cultivation of green competitiveness of chemical enterprises.Green competitiveness is an important factor to measure the green development of chemical companies, and green technological innovation can be used as a major factor to measure green competitiveness. In order to improve green competitiveness, chemical companies can focus more on improving the ability of green technology innovation. However,in the process of model testing,a small number of research hypotheses failed the test. Therefore, the promotion effect of chemical enterprises’ green technological innovation on their green competitiveness needs to be deepened.(4)County(district)environmental regulations can promote the green competitiveness of chemical companies by improving their green technological innovation capabilities. After testing all the intermediary effect models and comparing with the path coefficients in the basic model,it is found that the intermediary effect of green technology innovation capability is significant.Environmental regulation tools can be used to improve the green technology innovation capability of chemical companies and indirectly improve the green competitiveness technology of chemical companies.
