As one of the most industrially developed region in China,Jiangsu province has always been a high-incidence area for atmospheric pollution.The regional atmospheric environmental pollution resulted from the sulfur dioxide,nitrogen oxides,and ozone is becoming more and more prominent.In the first half of 2016,the average PM2.5 concentration in Jiangsu province is 59 microgram per cubic meter,which means the atmospheric pollution problem becomes more complicated.Therefore,understanding and preventing the atmospheric pollution is particularly important and urgent.There are different sources of atmospheric pollution,including industry sources,combustion sources and traffic sources,which make the emergence and development of atmospheric pollution more complex.At the same time,the economic development and urbanization process also cause excessive consumption of energy resources in the past years.Faced with atmospheric pollution,how to deepen industrial structure reform,how to use clean energy,how to control pollutants as well as how to promote clean production process are particularly important.Therefore,a comprehensive analysis of the prevention and control of atmospheric pollution has important theory value and practical value.This paper firstly bases on the DPSIR model frame,and divides the mechanism of action of atmospheric pollution into five dimensions including driving force,pressure,state,influence and response,as well as making comprehensive analysis of the generation,development and governance of atmospheric pollution.At the same time,this paper uses the structural equation model to further analyze the mechanism of action of atmospheric pollution to explore the relationship between the driving force,stress,the role of the relationship between state and influence,to consider how to produce and to develop the continuation of atmospheric pollution,and then use the adjustment effect model to study the response of atmospheric pollution state of driving force,pressure and influence.Finally,given the heavy industry is one of the most important source of atmospheric pollution,this paper sets different heavy industry output growth rate to simulate state and change of atmospheric pollution under different situation,in order to provide suggestions for the future prevention and control of atmospheric pollution in Jiangsu province.This paper mainly makes the following conclusions:air pollution exists causal path from the "driving force-pressure-state-influence";the response plays a negative regulatory role to the "pressure-state".In the future,we need to improve the adjustment function of response,and strengthen the function of driving force.we should also pay attention to the management of air pollution.The development of heavy industry brings negative effect to the atmospheric pollution,therefore,we need to search for the balanced point between heavy industry development and the prevention of atmospheric pollution to promote the development of "new normal"economy.This paper mainly put forward relevant policy suggestions from seven aspects including setting up the comprehensive coordination mechanism ofatmospheric pollution,improving the function of driving force,reducing the pressure of atmospheric pollution,strengthening the purification measures after pollution emissions,establishing environmental protection and energy saving way of life,and seeking balance between the development of heavy industries and prevention of atmospheric pollution.
