Along with the rapid development of economy,industrialization and urbanization,the material living standards of the residents have been greatly improved.At the same time,people are paying more and more attention to the ecological environment and a good living environment has become one of the basic demands of the public.Although our country’s air environment has shown a continuous rapid improvement trend,there is still a gap between China and the goal of building a beautiful China.In addition,since the introduction of the “two-carbon”target in September 2020,the country has put forward higher requirement for air pollution control.Since the "12th Five-Year Plan" and "13th Five-Year Plan",the ambient air quality of Lanzhou has been improved year by year,and the concentration of particulate matter has been declining year by year.However,the marginal effect of air pollution control has become increasingly prominent,some deep and structural problems have not been fundamentally solved,and the air quality compliance rate has reached a plateau.The seasonal rebound of ozone,nitrogen dioxide and other new pollution factors has become the main contradiction in current pollution control,and the worst pollution in winter still exists.Therefore,the performance evaluation of atmospheric environment governance in Lanzhou can understand the current performance level of atmospheric environment governance in Lanzhou,which is helpful to realize the five-part coordinated scientific decision-making of air pollution prevention and control of "economic development--pollution control--cost control--energy substitution--environmental quality".Based on this,on the basis of current situation analysis and literature research,from the main body of pollution and the government aspects,organic integration of pollution emission,environmental factors,economic and environmental trends,resource and energy consumption,policy implementation effect and other factors,effective comprehensive evaluation of air pollution control performance in Lanzhou City.This paper selects 24 indicators based on DPSIR model to build Lanzhou air pollution control performance evaluation system,uses analytic hierarchy process(AHP)to calculate the weight of each indicator,and uses TOPSIS method to conduct a comprehensive analysis of Lanzhou’s air pollution control performance during the12 th Five-Year Plan and 13 th Five-Year Plan period.The results showed that: From the results of comprehensive performance evaluation,the performance level of air pollution control in Lanzhou City showed a tortuous upward trend from 2011 to 2020,and the overall effect of air pollution control still has a large room for improvement.Through the analysis of performance evaluation results and index data,it is found that the ecosystem is fragile.In the process of motor vehicle environmental management and treatment,the periodicity of air pollution is ignored,which is an important reason restricting the further improvement of atmospheric environment quality in Lanzhou city.Based on the analysis results,from the level of government,enterprise and public participation,the paper puts forward corresponding countermeasures and suggestions to improve the performance of air pollution control in Lanzhou City,in order to further improve the performance level of air pollution control in Lanzhou.
