China’s relative lack of resources,but also a resource-consuming country.Extensive economic growth on the increasing pressure on the environment,excessive consumption of resources,environmental pollution and serious ecological damage.Sustained economic growth and stable development by high energy consumption to support,is clearly impossible.The transformation of economic growth has become the most important thing in the development of our country.Facing the increasingly severe resource support bottleneck and environmental carrying capacity constraints,accelerate the transformation of economic growth has become China’s economic sustainable development is one of the important ways.Transformation of economic growth is fundamentally from high energy consumption,high pollution,to low energy consumption,low pollution.On the economic growth of low-carbon,the existing literature to stay in qualitative analysis,the lack of quantitative analysis.In the past,we raised the issue of improving carbon productivity and changing the mode of economic growth as two important tasks,and now put the two in the same breath,which reflects a kind of ideological progress.This is of great significance to deepen the implementation of the five major development concepts of innovation,coordination,green,openness and sharing,and promote China’s economic growth from high-speed to medium-speed and highcarbon to low-carbon transformation.In this paper,"carbon" as a factor of production,from the aspects of carbon emissions and carbon productivity of China’s economic growth patterns were measured,while the economic growth mode qualitative and quantitative analysis,the economic growth mode specifically broken down into six types.Based on the specific classification criteria,this paper analyzes the regional,Three regional and Beijing-Tianjin-Hebei urban agglomeration in three levels,and determines the types of economic growth in each region.The first level: the 30 regions of the country(except Tibet)point of view,two regions for low-carbon growth,seven regions for the growth of carbon(five of which are low-carbon growth,four regions for high-carbon growth),19 regions for high-carbon growth(four of which are ultra-high carbon growth).It can be seen that most of our region for high-carbon growth,the best growth areas for Beijing,Shanghai,Tianjin,the most irrational areas of growth in Shanxi,Xinjiang,Hainan,Ningxia.30 areas can be divided into eastern,northeast,central and western regions.In the eastern region,Beijing,Shanghai are in low-carbon growth,Tianjin,Guangdong for high-carbon growth,the rest are high-carbon growth.The development of the northeastern region is more balanced,of which three are medium carbon growth.In the central region,only Hubei is medium carbon growth,the rest is high carbon growth.In the western region,Chongqing,Guizhou and Gansu are medium carbon growth,and the rest are high carbon growth.The second level: from China’s three major economic circles,Beijing-Tianjin-Hebei,Yangtze River Delta,Pearl River Delta economic growth are in the medium carbon growth.The Beijing-Tianjin-Hebei region> Pearl River Delta> Yangtze River Delta in the contribution rate of carbon productivity to economic growth.The difference is obvious in the BeijingTianjin-Hebei region.The economic growth mode of Beijing,Tianjin,Hebei,respectively,for low-carbon growth,carbon growth,high carbon growth.The contribution rate of carbon productivity to economic growth in hebei is 23%,less than Tianjin 1/2,less than Beijing 1/3.Pearl River Delta region for the growth of carbon.The third level: Beijing-Tianjin-Hebei city group.It contains Beijing,Tianjin and 11 cities of Hebei Province.Between 2010 and 2014,there were seven regions in low carbon growth,three in medium carbon growth and three in high carbon growth.Recent years,environmental problems in a strong remediation stage.It should cause everyone to pay attention that Langfang,Cangzhou and Hengshui areas are still high-carbon growth.The development trend of economic growth pattern in different regions was compared year by year.In addition to Zhangjiakou and Chengde cities,most areas are to low carbon direction change.The type of economic growth is determined by the contribution rate of carbon productivity and carbon emissions to economic growth.The reasons for studying the way economic growth can be transformed into how to increase the contribution rate of carbon productivity.Therefore,according to empirical analysis and quantitative model method to establish a measurement analysis model.The reasons for the impact of carbon productivity can be analyzed separately from the industrial structure,energy structure and technical level.In the industrial structure:China’s development is mainly based on the second industry and the service sector.The service sector catches up with the second industry,becoming the heaviest proportion of China.Energy consumption of the second industry accounts for about 70% of the national energy consumption.In three major industries,the impact of the secondary industry is the most important on the mode of economic growth.While China’s six major energy-consuming industries accounted for 69% of total industrial energy consumption,accounting for 51% of the national energy consumption.It is particularly important to speed up the transition from energy-intensive heavy industry to service-oriented tertiary industry and promote the upgrading of industrial structure.In the energy structure:Different types of energy carbon emissions coefficient,resulting in energy structure on the impact of carbon production is different.While providing the same energy,coal produces the highest carbon dioxide and lowest carbon productivity.Coal in China’s energy production accounted for the main part,accounting for about 70%.Clean energy,such as natural gas,hydropower,nuclear power and wind power production is constantly adjusted to rise.From all kinds of energy consumption point of view,coal consumption is still the mainstream,oil consumption is basically stable at 17%,clean energy consumption is about 17%.In the technical level:Through the application of energy-saving products,new technology research and development,etc.,can improve the carbon productivity and change the mode of economic growth.From the invention patent license and million people have patents can be seen that China’s technology level is on the rise.But for China’s large population,the average per million less than two patents,invention patents are relatively scarce.Finally,based on the above empirical results,put forward the relevant energy,industry,low carbon,innovation four aspects of the relevant policy recommendations. |
