With the economic and social development in China,how to sustain development has become an important issue for all enterprises.The management of an enterprise involves many aspects including founding,operation and safety management;therefore,much work needs to be done well ifany enterprise wants to achieve sustainable management.We often see an enterprise with good economic returnsgoes bankrupt as a result of problems derived from work safety accidents.In this case,work safety has been attached to greatest importance.It is not a topic independent of operation and management;but a management issue could not be bypassed.Steel company L is a large domestic steel production enterprisewhose products and sales areleading in the domestic steel industry.In the aspect of safety management,company L is guided by a principle characterized as supervisor's responsibility,line management and full participation,and a responsibility system of who takes charge takes responsibility,promoting work safety responsibility to be implemented systematically and standardly and thus enhancing worksafety.Moreover,company L takes measures to enhance their control of high risk operation,increases safety training and organizes employees to make security commitments.They also carry out the total factor EHS audit quarterly to enhance the ability of controlling occupational health and safety management system operation.They have done a lot in the area of promoting the ability of independent administration of production safety,nonetheless,worksafety accidents have happened in company L frequently in recent years,exerting considerable passive impacts on the company and itsemployees.This thesis takes company L as aexample,by researching the condition of company L's work safety,integrating the principle of the prevention mechanism,prevention and related theory,,this thesis analyzes the process and cause of company L's past accidents based on the information of daily hidden danger identification and finds out that its frequent accidents in recent years was being caused by the reasons as follows:first,workers often violate operation rules as a result of insufficient safetytraining.The training should be more focused and effective in order to prevent rule-breaking operationeffectively.Second,the company's outsourcing management is weak.The outsourcing company didn't take effective measures to manage its employees.Due to management incompetence,those employees have poor safety consciousness and work skills and staff fluidity is rather big.Third,Emergency management lags behind the demands.Emergency management of operational workers is inadequate;safety emergency exercises are just a mere formality,and the scheme for emergency management is too idealized to implement,emergencyrescue team system could not meet the demand of any emergency and need to be built.Fourth,because of a lack ofsafety equipment,the whole process control has not been achieved.Last but not least,the performance evaluation of safety responsibility is incomplete.It is a universal phenomenon that the company attached too much importance to profits and too little to work safety,performance evaluation doesn't play a guiding role in the company's operation.Focusing on the above-mentioned problems,this thesis builds a work safety preventive mechanism for company L from the following aspects.First,build company L's preventive system including a hidden perils detecting system,EHS management system and high-risk operation control system,so as to detect weak links of safety management in time and achieve prevention in advance.Second,build thecompany's outsourcing control system.Strengthen integrated management and gradually establish a strategic mechanism of qualified suppliers.Set the entering threshold strictly forsuppliers and abandon those once had severe accidents involving casualties.Besides,strengthen contract management and increase default costs.Third,build the company's emergency-aid system.Take measures toimprove the emergency handling mechanism and emergency plan,to organize various kinds of preplan drills and to strengthen the construction of emergency platform and database,increase investment in material reserves and emergency special funds.Fourth,build the company's performance evaluation system.Carry out various types of inspectionandsupervision;organize annually centesimal system assessment as well as other type of assessments based on employees' performance in terms of work safety.Meanwhile,this thesis elaborates how to ensure the implement of this work safety preventive mechanism from five aspects which includes enhancingsafetyliteracy of employees in an all-round way,improving its new technology management system,increasing the ability of dealing with unusual situation in the process of production and controlling over non-production operations,strengthening the understanding of the importance of work safety and changing old ideas,as well as reinforcing firefighting and transportation safety management.By researching,we can find that through building of work safety preventive mechanism,steel company L can achieve the goal of reducing the rate of accidents,enhancing the rate of eliminating the hidden peril and can successfully pass acceptance check of safety standard of first-class enterprises by the State Administration of Work Safety.It can also improve its enterprise image and enhance management level and thus be ranked as a good safety manufacture unit in the city.The work safety preventive mechanism is an effective,applicable and complete administrative standard which can effectively enhance company L's management level and ensure its realization of its goal of work safety.
