China has entered a new era of urbanization with the core of improving the quality of urbanization.It has developed into an extensive development mode centered on development speed and scale,and gradually transformed into an intensive development mode centered on development efficiency and efficiency.Water ecological civilization construction as an important component of ecological civilization and the basis of protection,to promote harmony between people and water plays an important role.The improvement of urbanization quality is based on the construction of water ecological civilization.The speed,scale and quality of urbanization have certain influence on the construction of water ecological civilization,and there is interaction and mutual influence.The shortage of water resources,the destruction of water resources and the contradiction between water supply and water supply have seriously affected the sustainable development of urbanization.The quality of urbanization has been improved from the perspective of water ecological civilization construction.In-depth study to explore more suitable for the healthy development of urban way,has become urgent.In this paper,combing the existing research results at home and abroad,clarify the quality of urbanization and water ecologicalcivilization construction interaction mechanism,combined with Yongzhou city construction,water ecological environment development,closely around the quality of urbanization and water ecological civilization System,the quality of urbanization and water ecological civilization comprehensive evaluation system,and thus the quality of urbanization and water ecological civilization coupling and coordination model,on this basis to explore the appropriate promotion mechanism and development strategy.conclusion as below:(1)In 2006-2015,the comprehensive quality of urbanization and water ecological civilization of Yongzhou City showed an upward trend,although the phenomenon of short-term decline,but remained stable growth trend,indicating that Yongzhou city in the past 10 years in urbanization and water Ecological civilization construction has improved significantly,the quality of urbanization and water ecological civilization construction are steadily advancing.(2)In 2006-2015,the coupling index of urbanization quality and water ecological civilization of Yongzhou city fluctuated relatively little,fluctuating around 0.4-0.5,but remained low level,mainly divided into two coupling stages: from 2006 to 2012,In the period of antagonism,the quality of urbanization and water ecological civilization compete with each other,the level of urban development is low,water ecological environment is seriously damaged;2012-2015,began to run-in stage,thequality of urbanization and water ecological civilization gradually relieved,urbanization development Entered a transition period,water ecological civilization construction obtained certain results.(3)In 2006-2015,the coupling degree of urbanization quality and water ecological civilization of Yongzhou city is in the period of continuous optimization and promotion,the evaluation index is on the rise.The coupling coordination index fluctuates between 0.300-0.629,Imbalance,the imbalance of the transitional period,to barely coordination,primary coordination of the coordinated development period,has gone through four stages.(4)Based on the analysis of the coupling relationship between urbanization quality and aquatic ecological civilization in Yongzhou City,the mechanism of scientific planning and guidance,the transformation mechanism of industrial mode,the mechanism of aquatic ecological civilization system and the cultivation mechanism of water ecological culture are established.Development planning and water ecological civilization construction plan to effectively combine the concept of water and harmony to guide the optimization and upgrading of the industry to explore the scientific path of water ecological compensation,according to local conditions to build sponge city,walking intensive,intelligent,green,low carbon,recycling new town Development path.
