Study On Management Of Exploration Development And Utilization Of Coal-bed Methane In Xinjiang Based On Sustainable Development

Xinjiang is an administration area with the second rich resource of cold and CBM,less than Shanxi.According to the preliminary forecast,Xinjiang 2000 m with the total amount of shallow CBM resources is about 9.51 quadrillion m3,for about 26% of country reserves.But compare with Shanxi,Xinjiang has the low level of techniques and methods to exploration development and utilization develop CBM,even less management.In recent years,China pay great importance to the development of Xinjiang as an energy base.Exploration development and Utilization of CBM is one of the most important works to the government during those years.It is urgent for the government to manage,to consider the project plan not only for the 13 th Five-Year Plan,but also for a long period.,lead the CBM industry be developed healthy and sustainable.That will not only reduce the damage to the environment,but also help for guarantee national security and stability.Used the methods of literature research,data analysis,first of all,the related theory knowledge,has been clear about the relevant concept and the theory.Secondly,with the systematic introduction,this paper brief analysis the status about China and Xinjiang CBM exploration development and utilization from three aspects: the regulation system,the management organization and the policy.sustainable development as a basis,Xinjiang's CBM resource is very rich,and has the support of state policies.But the development of CBM in Xinjiang problems mainly concentrated on the aspects of resource exploration and basic research degree is low,the lack of infrastructure and professional talents,add the special geographical conditions.All prevent the exploration development and utilization of Xinjiang CBM,must to be solved as soon as possible.Finally,this paper put forward the management thinking and suggestions of Xinjiang CBM sustainable development according to the government administrative functions: plan,organize,command,coordinate and control.From those aspects,The government need play a leading role to guide laws,institution,research,technology,personnel training infrastructure ec.In this paper,the characteristic aspect is the method of theory with practice,have realistically guiding significance.After analysis,we think it is important to improve the legalsystem and management system in the first place.From the perspective of the government,this paper put forward suggestions from five aspects which is according to the government administration function.The develop plan of Xinjiang CBM is promoting exploration mainly,hierarchical promote the transformation of exploration results and gradually implement the market.The government need play a leading role in management,guidance,coordinate and supervision.Hope the research of Xinjiang CBM can help the industry grow health,not only in13 th Five-Year period but also a long time,so that we can construct a resource-saving and environment-friendly society.
