Study On Environmental Regulation Efficiency Of Prefecture-level Cities In Hebei Province

The problem of environmental pollution is a major problem that restricts the further sustainable development of Hebei Province.The uncoordinated development of the economy and the environment is more prominent and has come to the point where measures must be taken.This is the further requirement of Hebei Province to further optimize its own sustainable development and to promote the integration of Beijing,Tianjin and Hebei.Therefore,in the governance of environmental pollution in Hebei Province,the input and output of environmental regulation resources has become the key to governance,and in view of the large gap between the economic and social development between the prefecture-level cities in Hebei Province,it is necessary to carry out research on the environmental regulation of its prefecture level cities.In this study,the research on the efficiency of environmental regulation of Hebei Province prefecture-level cities were taken as the main line.SE-DEA method was adopted to study on the efficiency of environmental regulation of 8 prefecture-level cities in Hebei Province from 2003 to 2014,it has obtained that 6 out of the 8 cities realized the comprehensive efficiency of environmental regulation being in the state of relative efficiency.But there were great differences between the cities given that the maximum value was 4.077 and the minimum value was 0.711.Except for Tangshan,the pure technical efficiency of environmental regulation of other cities were in a state of relative efficiency,but there were great differences between the cities in this regard.Overall scale efficiency was relatively low,but several cities were expected to achieve relative efficiency of scale in the short term.In order to further analyze the influencing factors of environmental regulation efficiency in Hebei Province prefecture-level cities,this paper selected five variables: per capita GDP,environmental investment rate,industrialization degree,foreign investment level and urbanization level.Through the regression analysis,it is found that at the prefecture level,it is found that per capita GDP has significant positive correlation with the comprehensive efficiency,pure technical efficiency and scale efficiency of environmental regulation.The environmental investment rate is negatively correlated with the pure technical efficiency and scale efficiency of environmental regulation.The degree of industrialization is negatively correlated with the pure technical efficiency of environmental regulation.The foreign direct investment and urbanization rate are significantly negatively correlated with the comprehensive efficiency and scale efficiency of environmental regulation.Finally,on the basis of the above research,some suggestions are put forward to improve the efficiency of environmental regulation in Hebei Province.
