A Research On Grid Management Applied To Haze Governance

With our country accelerating the pace of economy transformation and urbanization,urban population increases rapidly and urban environmental pollution becomes a worse problem.In the real work of environmental governance,underdeveloped supervision means,passive supervision mode,low supervision efficiency are difficult to meet the needs of environmental governance.The government how to improve the social management and how to transform the mode of environmental supervision have become important issues that government has to tackle.In recent years,due to strong support and promotion of the government,in China many cities have begun to apply the grid management to urban community management,emergency management,environment governance,etc.The essence of the grid management is that the government divides administered area into some cell grids according to some standards,and makes full use of modern information technology to build a information sharing platform,which can build a better interaction between top-down government management and bottom-up social autonomy.The government integrates policy system resource and takes advantage of society and market in order to govern public affairs effectively.As an effective mode of supervision,grid management has played a positive role in the environmental governance.On the climate conference in Paris in 2015,Lanzhou was awarded Reform Progress Prize for its outstanding achievement of haze governance.Firstly,some core concepts are defined,such as the grid management,governance theory,asymmetric information theory,and the theory of process reengineering,which are applied in my research.Secondly,through studying three practical cases of grid haze governance,some problems are found,such as inconsistency of grid administrators' rights and liabilities,low degree of public participation,grid haze governance being practiced as a political movement.Finally,some policy suggestions are proposed.Grid management has a good effect on haze governance in many cities of our country.Some cities also apply grid management into governance of land desertification,governance of water pollution and protection of marine resources,etc.The future development direction of grid management is networked governance,which emphasizes on the diversity of governance subject.
