Today,China is the largest energy consumption in the world,especially in the coal consumption,according to the survey,the total of coal mines in our country is 6850,the produced quantity is up to 57 million tons.The importance of coal production in China’s energy consumption structure is self-evident.However,the coal mining industry is a special high-risk industry,safety accidents usually arised in coal mines,the number of coal mining deaths up to hundreds of people each year,and cause serious loss of life and property to the country,enterprises and people.Literature study found,safety operation in coal production is closely related to"man-machine-environment".Production safety accidents are difficult to prevent and control,mainly because of the employee’s behavior is really difficult to control,and machine equipment easy to trouble,the natural environment is difficult to improve.In order to prevent the accidents of safety operation in coal production,mine enterprises must carry on the research from the aspects of "man-machine-environment",and live up to specific analysis of specific issues.As far as machine,coal mining enterprises should be in combined with the production characteristics and production scale,according to the needs of production safety,timely update production equipment,upgrade technical equipment,and regular maintenance and maintenance,to ensure the normal operation of machinery and equipment.In addition,the warning devices also need to be completed,such as the gas detector,beam tube monitoring system and so on.This can feedback downhole safety status.Equipped with positioning instrument for each underground staff can monitor the location of employees at any time,and it can ensure the safety of employees.As for environment,although the underground work environment is complex and changeable,and it is difficult to improve,but the enterprise can prevent the occurrence of safety accidents in advance through the real-time monitoring of volatile environment.Thus,both the "machine" and "environment" can be controlled by the strong input of the enterprise.So they are controllable factors.However,only the "man" is full of uncertainty.A large number of literature research shows that the employee’s unsafe behavior will directly lead to production safety accidents.In the key factors of production safety accident,the unsafe behavior of employees accounted for 97.67%.It is difficult to control employee’s behavior,and will not only make the management become more difficult,it also lead to the unsafe state of the material and the unsafe factors of the environment appear frequently.The difficulty of safety management is mainly due to the uncertainty in the management process.In order to reduce or even eliminate such uncertainty,it is necessary to build a perfect and targeted safety management system for the coal mines which have specific situation.The author combined with literature research and the statistics of major safety accidents which caused the death toll over 3 in the coal mining enterprises of China in the 2006-2015.Then the author will analy these typical accident cases and research the questionnaire.And through the analysis of validity,the index system of safety management level is established.The structural equation model was used to analyze the relationship between the influencing factors and the level of safety management,and the relationship between the indexes.Finally,using the analysis of AHP and fuzzy comprehensive evaluation method to evaluate the safety management level of a mine scientifically,and then according to the measurement results put forward targeted countermeasures.
